The United States has examined the quality of science, technology, engineering and mathematics (STEM) education since before the turn of the century. STEM educators are still having the conversation around why more women are not joining STEM pathways. Girls and boys as early as birth are curious about the world; through their own lens they learn about gravity from dropping spaghetti on the floor or seeing a small insect on the wall. As children get older they are influenced by the perceptions of their parents and peers.

This quantitative study was developed to determine the influence of professional development methods on student academic performance in elementary mathematics. The study also reviews the relationship between content that was delivered in professional development programs and student performance. Additionally, the research analyzes the difference in student math performance when professional development decisions are made by administrators versus a mixed group of stakeholders. An online survey was conducted to collect data from district- and school-level administrators in New Jersey public school districts that serve elementary students from grades three to six. Teacher professional development (PD) is acknowledged as an effective approach for changing teachers’ beliefs, practices, and behaviors to raise student academic achievement. A rural school district identified that 3rd grade math teachers felt inadequately prepared to teach the College and Career Readiness and Academic Standards (CCRS) standards for the state math assessment (STAAR).
