Adequate funding has become a critical issue for institutions of higher education, affecting outcomes such as accessibility, affordability, and quality of education. The recent economic recession has been detrimental for state funding, resulting in budget cuts for higher education in a majority of states. Overall, state funding has not kept pace with the rising costs of education. Additionally, the issues of state governance and institutional autonomy have also become heightened. Thus, many higher education institutions are initiating advocacy programs with their external constitutions. EMP and solar storm wide geographic coverage and ubiquitous system effects beg the question of “Where to begin?” with protection efforts. Thus, in addressing these “wide area electromagnetic (EM) effects,” we must be clever in deciding where to invest limited resources. Based on simple risk analysis, the electric power and communication infrastructures emerge as the highest priority for EM protection. Programs focused on these highest risk infrastructures will go a long way in lessoning societal impact. Examining The Decline In Bargaining Power In Faculty Labor Unions In The United States: The Effects Of Reduced Monopoly Power In Providing Public Higher Education, Lynn A. Smith, Robert S. Balough
Journal of Collective Bargaining in the Academy
This study examines the decline in the economic power of faculty labor unions in public higher education in the United States in recent years. The authors assume the labor union is a utility maximizing entity and that income accrues to the “union family.” The union family attempts to maximize this income. By analyzing collective bargaining agreements and hiring practices between the Association of Pennsylvania State College and University Faculties and the Pennsylvania State System of Higher Education, the authors construct bargaining indices. This series of maps was prepared for Milwaukee Public Schools Superintendent Gregory Thornton along with the 2010-2011 school census conducted by the Employment and Training Institute. Maps detailed distributions of births by race/ethnicity, children receiving free and reduced price meals, students with exceptional education needs, children by age (in MPS, non-MPS public, and private schools), Spanish-speaking households, Hmong and Laotian speaking households, and locations of state-licensed childcare group and family centers. Student data were mapped for the home residence of enrollees in the eight MPS Montessori schools.

Given the systemic nature of racial achievement and opportunity gaps in education and their disproportionate impact on Black men, postsecondary institutions alone cannot close them. Participation from multiple stakeholder groups is necessary. This report calls for greater involvement by federal and state policymakers, high school counselors, the National Collegiate Athletic Association (NCAA, the policymaking organization for intercollegiate athletics), community–based organizations, and other groups in ongoing efforts to improve the status of Black undergraduate men.
