This special CLAGS newsletter goes to press exactly one month after hijackers rammed jets into the World Trade Center and the Pentagon and aimed for a third target before being brought down in the fields of Pennsylvania. In the days immediately following the attacks, pundits, politicians and plain folks asserted that our lives in America had been changed forever. Special Focus Programs, Magnet Programs And Schools, And Early Childhood Education Centers: Equal Access In Portland Public School's Elementary Options, Nancy Seidule Hauth

As parents and educators demand more choice programs in their school districts, it is important for district officials to govern issues around equal access. When specialty programs are designed by grassroots groups and school staff without district-level guidance or funding, as it is in Portland, Oregon, equal access provisions can be overlooked resulting in lower ethnic and socio-economic diversity.

The purpose of this study was threefold: to determine if all families in Portland Public School district have equal access to special focus/magnet programs at the elementary grades; to better understand the link between Portland's past desegregation policies and current choice …

Far from being limited to supermarket programs, school-business partnerships are increasing in number and variety and arguably represent a larger, exploitative agenda. The agenda is a pro-business, pro-capitalist, pro-careerist one that excludes questions about whether business is exploitative of workers and consumers (and schools), whether capitalism is the only or best economic theory, and whether elementary school students should be forced to consider their future based not on “What do you want to be when you grow up?” questions, but “What do you want to do when you grow up?” questions.

In a relatively short history, Public Radio in Hampton Roads has emerged as a most important cultural and educational asset to the urban community. The dynamic growth of the Hampton Roads urban infrastructure is the result of several political, economic, and cultural factors. Public Radio has been one of these factors and has served as a catalyst for change and growth in the community. This case study focuses upon Public Radio stations WHRO-FM and WHRV-FM and the elements which brought about their historical development.

An Effective Compromise: Class-Based Affirmative Action In Boston Schools, Gabriel O'Malley

New England Journal of Public Policy

The author seeks to shift the traditional focus of the affirmative action debate from race to class. With the Boston Latin School as an example, he argues that, under certain circumstances, a shift in an admission policy based on preferences from race to class will maintain academic standards while increasing minority representation; it will also expand opportunity for economically underprivileged youths who have succeeded academically despite the obstacles they face.
