This quasi-experimental value-added study provided evidence for the predictive validity of the Massachusetts MTEL General Curriculum Mathematics Subtest by finding an association between the licensure test results of 130 teachers and the growth of their 2640 grade 4 and 5 students. The study took advantage of a natural experiment that arose due to a policy change made by the Massachusetts Department of Elementary and Secondary Education (MADESE) in response to the initial administration of a new highly rigorous math-specific licensure subtest for elementary and special education teachers in March, 2008. Florida has experienced some of the greatest growth of Advanced Placement (AP) programs in recent years and student scores on the AP exams have evolved into a highly significant metric in evaluating student proficiency and teacher and school effectiveness. Despite this growth, it is not well known how AP teachers make decisions about the content they teach, what learning activities they select, how much the AP exam influences their decision making, how they modify learning opportunities for diverse learners, and how they prepare their students for the College Board AP exam. This study begins with a review of court cases that have helped shape public education in America. Following the review is an analysis of federal reform in education from 1965 to the present, paired with educational leadership literature to highlight a disparity in what federal mandates and state policies have in place for accountability measures. The study ends with a state analysis of Illinois and Iowa to find the strengths and weaknesses of state policy in the area of principal accountability.

Comparatively, the lawmaking process in presidential systems is often comprised of negotiations between a legislative body, tasked with authoring and legislating laws, and an executive, who must authorize and administer the enactment of the law. While executives are often empowered with certain constitutional powers to help influence the lawmaking process, these powers are typically constrained and supervisory in nature. Presidents are rarely given broad-and-discretionary legislative powers, since lawmaking is ultimately the responsibility of the legislative body; however, this does not hold true for the case of Brazil. Teacher quality has a significant impact on both student learning gains and later life outcomes. With this is mind, policymakers implement reforms to attract and retain more effective educators. A major obstacle for designing these policies is that the ingredients for training, as well as initially identifying, effective teachers remain largely a mystery. However, there are strong theoretical arguments for certain education policy reforms producing improvements in the quality of the teacher workforce. Lottery policies have been created by many states to generate additional funds to support public initiatives, such as higher education scholarships. In 2009, Arkansas adopted a lottery to generate higher education scholarships. The purpose of this qualitative case study was to examine the Arkansas state lottery policy design process to better understand how the Social construction of higher education students and other citizens became embedded within the policy. The purpose of this quantitative study is to determine the effect that educational choice, in the form of vouchers, is having on the performance of traditional public schools in Hamilton County, Ohio. The threat of losing students to vouchers creates a sense of competition for students, and ultimately the dollars that are attached to them. This competition is relatively new to public education and is being promoted by state legislators as a catalyst for public school improvement. KIPP Delta College Preparatory School (KIPP: DCPS), an open-enrollment charter school, opened in 2002 in Helena, Arkansas. Since its opening, KIPP: DCPS students have consistently outperformed their peers in the Helena/West Helena School district, and moreover, recent test scores suggest that white students and minority students are achieving at the same rate, essentially eliminating the achievement gap that persists between whites and minorities elsewhere in the state. In fact, KIPP's achievement record was so influential that when Arkansas lawmakers instituted a cap on the number of open-enrollment charter schools in the state, they made an exception for KIPP, essentially allowing …

The overwhelming majority of students receiving a publicly funded education in the United States attend a public school in a district overseen by a democratically elected school board. Despite the dominant market share of democratically elected school boards, academic scholarship is increasingly focused on alternative governance structures such as mayoral control, charter schools, and school vouchers. Much research on traditional school boards is in fact skeptical of the capacity for such boards to positively impact academic performance. For decades, theories of bureaucracy have emphasized the importance of organizational mission in thriving organizations. This dissertation will examine the role of organizational mission in schools, particularly, a sample of schools that participate in the Milwaukee Parental Choice Program, the nation's oldest and largest school voucher program. Using teacher and school leader survey data, coupled with measures of student achievement, it will measure mission coherence and correlate it with a variety of outcome variables of interest. It will also take a particularly close look at the role of mission in religious schools.

After a long process of judicial action, states have revised the education funding distribution systems to meet the legal requirement of providing both horizontal and vertical funding equity between districts (interdistrict) in the state. A major part of the judicially required reforms was a shift to weighted student funding or funding which provides differential amounts of education funding dependent on the estimated needs of students based on their individual characteristics. However, little research has been done to examine the equity of the funding distribution systems between schools within districts (intradistrict).

High schools are tirelessly pondering ideas of enhancing the learning environment by increasing academic engagement and safety. This phenomenology study was designed to report and analyze the perceptions of selected students about their academic engagement and safety while attending one high school. Data for this study were obtained through interviews that were conducted on two levels: focus group and individual interviews. The results indicate that uniforms by themselves have little to do with a student's academic engagement. Students believe that their teachers play a big part in the way that they participate in educational tasks. They also believe that engaging …

In the thirty years of school reform that began with A Nation at Risk, and continues today with A Race to the Top, the United States has rapidly increased its reliance on a standardized “one-size-fits-all” policy in regard to modern educational reform. This report provides a review of the empirical and statistical evidence to demonstrate that despite lofty and well-meaning intentions, modern reform has done nothing to significantly advance the quality of education in America, and in many cases have had a severe negative impact—blocking real reform. In Virginia, the availability of dual enrollment classes for high school students has varied, depending on the interest of the local school division and the community college's president in whose service region the school division is located. HB 1184, which passed in the 2012 session of the Virginia General Assembly, stipulates that the opportunity must be available for all high school students throughout the Commonwealth to be able to participate in dual enrollment and either receive a Uniform Certificate of General Instruction or an associate degree. During the last fifty years, nearly half of all students who entered a two- or four-year university withdrew without obtaining a degree. Students from low socioeconomic backgrounds, ethnic minority students, and students who were the first in their family to attend college were particularly vulnerable to this attrition. The following senior project examines current research on the backgrounds and attrition rates of first-generation college students, how "Summer Bridge Programs" aim to assist these students, and where shortcoming exist in current "Summer Bridge Program" assessments.

Inmates face challenges in obtaining employment once they leave prison because many are undereducated and lack work skills. This study examined demographic and criminogenic variables of inmates in Michigan Department of Correction's (MDOC) Community and Employment Readiness Training (CERT) and Michigan State Industries (MSI) programs that were associated with their scores obtained on the WorkKeys® assessment test. MDOC uses the WorkKeys® to assess the gaps between inmates' current job readiness skill level and skills needed for various types of jobs upon release. Historically, gender occupational stereotyping has mainly affected women across numerous social areas. Given that political socialization plays a key role in the classroom, analyzing the gendered language and images in textbooks can help determine social expectations and the efficacy of gendered policies. Previous works suggest that elementary textbooks (through gendered words and images) structure children's perceptions of women's and men's occupations. Malaysians’ journeys to pursue graduate education in the U.S. generate more than just degree attainment. This dissertation looks at how experiences in the U.S., both in graduate school and in the workplace, influenced highly educated Malaysians, especially in their exploration of push and pull factors that influence their decisions to remain in the U.S. or to return to Malaysia. This study focuses on twenty-two participants comprised of those who have returned to Malaysia, those who are working in the U.S. on non-immigrant visas, those who became Permanent Residents and those who are naturalized U.S. citizens.

At the beginning of the 20th century, there were essentially two types of organizational structures for primary and secondary education in the United States. There were either one-room K-12 schools or in larger systems K-8 buildings feeding into four-year high schools. Despite numerous experiments since then in reconfiguring schools resulting in a wide variety of grade-grouping combinations, there continues to be no consensus on one preferred organizational model for schools within districts. As global demands for workers in the science, technology, engineering and math (STEM) fields persist, there are increased opportunities for historically underrepresented African-American and Latino youth to fill STEM career pipelines. African-American and Latino youth have long faced disproportionately high unemployment rates. Joblessness has been complicated by lower high school graduation rates for African-American and Latino youth. Significant federal and state funding has been allocated to address this state of affairs. Research findings on STEM career development programs for historically underrepresented youth can inform public policy and resource allocation.
