The thesis explores the effectiveness of trainings provided through development partner funding to the Egyptian government. Egypt is receiving a moderate amount of funding from development partner, as an emerging economy . The development assistance reached 1.56 billion US dollars where a good amount of it is directed towards capacity development and training. This case study evaluating three high schools’ blended online credit recovery programs spanned the course of three years. The first part of the study examined the student demographics and outlined the basic structure of the programs. The demographics showed a disproportionate number of students of color and students receiving Free/Reduced Lunch in the online credit recovery programs at each school when compared to the school population. Each program shared the blended structure – online instruction with teacher facilitation. In the state of West Virginia, the educator evaluation system was implemented in 2010 as part of a comprehensive system of support to increase teacher effectiveness and student learning. As part of the system, the Educator Evaluation Instrument was developed to measure teachers' effectiveness. This study was conducted to determine whether the Educator Evaluation Instrument was valid for use in measuring effectiveness.

In the rapidly changing school environment effective principals are needed to make necessary changes while also developing a culture of shared responsibility and community (Hallinger & Heck, 1998; Leithwood & Jantzi, 1999). The correlation between transformational leadership and emotional intelligence was investigated in this quantitative study of school principals.
