The University of Wisconsin-Milwaukee Employment and Training Institute prepared a Head Start Community Needs Assessment for Centro Hispano of Milwaukee, with a detailed study of conditions impacting schools, families and children in the neighborhoods in the southside target area served by the agency and collecting information on the special needs of Latino youth populations in Milwaukee County. The data are used to improve the planning for and delivery of education and social services to children living in poverty. School readiness continues to be an area of growing concern in education and public policy circles. The notion that “all children should arrive at school ready for the first day” has important implications not only for parents, early childhood educators, and K‐12 schoolteachers, but also policymakers, business owners, and our local and state economies. What is our role in teacher education and development in preparing a workforce that has the professional competencies and skills to provide quality experiences for the culturally and linguistically diverse children in their care? We argue, it is imperative to draw upon the cultural and linguistic tools of children and families. Paths to QUALITY is Indiana’s new statewide child care quality rating system (QRS), first implemented in 2008. The main components of most state QRS programs are: 1) a set of quality standards that apply to home-based and center-based child care; 2) a process for objectively assessing child care quality and maintaining accountability; 3) a system of training and technical assistance to help child care providers improve quality; 4) incentives to encourage providers to reach higher levels of quality; and 5) public information to inform parents about what the QRS is and how to use it when they make child care …
