Federal and state policies affecting higher education, like the Morrill Land Grant Act of 1832, Brown vs. Board of Education, and Higher Education Act of 1965 have posited change regarding the proliferation of diversity and expansion of access (Thelin, 2011).
I analyzed BOT policies for enrollment and conducted a socio-diagnostic CDA on the implementation of admission policy to understand the impact of the policies’ implementation. Policy Effects On New York City Early Education Centers: Ecological Case Studies, Maria S. Mavrides Calderon

NYC’s universal Pre-K (PKFA) was implemented through New York Early Education Centers (NYCEECs) and public schools, without considering compensation parity across settings. This study investigates the impact of unequal compensation policies on the experiences of directors, teachers, and parents affiliated with NYCEECs, and how they compare or contrast with the policymakers’ discourse around those policies. While other studies have investigated the PKFA implementation (Akaba et al., 2019; Falk & Souto-Manning, 2020; Fuller & Leibovitz, 2021a; Reid et al., 2019), none have privileged the ecology of those working at and attending NYCEECs. Federal discourse pertaining to college access requires clarified definition. Use of the college access construct has become commonplace, yet no unified refinement of meaning exists. This study, which covered U.S. presidential communications from January 2009 to October 2021, addressed the abstraction of language as leaders presented ideas, policies, and opinions. Observable trends impacting social mobility for students from underserved populations were of central interest. The research methodology, Quantitative Ethnography (QE), used the tool of Epistemic Network Analysis (ENA).
