Research evaluation is the subfield of evaluation that examines the processes and products of scientific and technological research. This dissertation explores the case of interdisciplinary research evaluation by reviewing the publications of one of the most influential and highly cited scholars in evaluation, public administration, and knowledge utilization: Carol Hirschon Weiss. As one of the foundational theorists of evaluation, the evaluation perspective of Weiss's work typically pervades discussions. That approach ignores her influence in other fields, particularly her centrality to the knowledge utilization field. This dissertation evaluated campus violence threat assessment policy and procedure implementation at the community college level of higher education. The importance of this topic was to provide a manageable and collaborative initiative for leadership at institutions of higher learning to identify, develop, implement, and evaluate a policy that can effectively prevent acts of campus-related violence. A mixed-methods study approach using a Likert-scale survey with supporting open-ended questions was used to guide the exploration. It is often necessary for nonprofit organizations (NPOs) to formulate a Request for Proposal (RFP) to procure essential contracted services. This is most common when seeking the services of an external evaluator. Since most NPOs do not have internal evaluation staff, developing an appropriate RFP can be quite challenging. With limited literature and resources to guide NPOs on how to prepare RFPs, the process for procuring qualified evaluators can be even more daunting. In 1999 when the Higher Learning Commission of the North Central Association created the Academic Quality Improvement Program (AQIP) path for accreditation, they instituted a new format for the documentation of evidence of meeting accreditation criterion called a Systems Portfolio. This study involved the analysis of the Systems Portfolios from 36 institutions to check for alignment of their mission statements, and stated faculty hiring and evaluation processes. Each Systems Portfolio was analyzed for themes found in previous research on mission statements and documentation of the processes for hiring and evaluation of faculty. Program evaluation does not take place in a vacuum. Its context is the interaction of political, economic, and technological developments that influenced the formation of federal policies for mandated evaluation requirements. The Elementary and Secondary Education Act (ESEA) of 1965 established policies to provide “financial assistance to local educational agencies serving areas with concentrations of children from low-income families to expand and improve their educational program” (Public Law 89-10—Apr. 11, 1965). The regulatory pharmaceutical approval process is flawed in that industry clinical trials (ICTs) are always powered for efficacy and rarely powered for safety. The key safety parameter is the adverse event (AE). This practice may result in efficacious products with confounded safety. An ICT’s ability to be powered for detecting AE trends may improve patient safety. Therefore, this dissertation’s purpose was to determine if power analysis resulted in feasible sample sizes for substantiating AE hypotheses. AEs were modeled with three Bayesian 2PL IRT models. This study sought to determine the extent to which learning organization constructs influence performance in state government. The overarching purpose was to examine the relationship between Peter Senge’s five learning disciplines and organizational performance.

The study utilized an ex post facto survey design. The sample population was composed of supervisors and professional and administrative staff within the 19 agencies of a Midwestern state government. Participants were administered an instrument that asked them to rate their perception of the organization and its performance along seven dimensions of learning. Civil wars affect the social systems of a nation, including higher education. The purpose of this study was to do an in-depth concurrent mixed method analysis of the perceived impacts of the 14-year (1989–2003) civil war on higher education institutions in Liberia during the civil war years and from the end of the civil war in 2003 to the point of data collection in 2007. The literature is replete with expert opinions on the impacts of the Liberian civil war, but only limited evidence for quantitative and qualitative studies on war impacts in general exists.

The Kalamazoo Promise, a universal scholarship program announced in November 2005 provides four years of tuition and fees at any of Michigan's two- or fouryear public colleges or universities for students who have attended Kalamazoo Public Schools. This investment in the community is being replicated elsewhere across the nation, including Denver and Pittsburgh. The scholarship program lowers the cost of postsecondary education, thereby increasing incentives for high school graduation, college enrollment, and college completion. Of the 307 Kalamazoo Promise Scholarship recipients who have attended Western Michigan University since its inception, 16% have been academically dismissed.

The purpose of this study was to explore how selected superintendents are experiencing the collective bargaining process. Exploration included an examination of the various roles that selected superintendents have played in the collective bargaining process within rural and suburban school districts in Michigan.

Furthermore, exploration included thematic areas of greatest challenges facing superintendents in recent collective bargaining negotiations. Particular emphasis was given to the style of collective bargaining environment that superintendents reported as most conducive to successful contract negotiations.
