Who Benefits From Early Childcare Subsidy Design In Ireland?, Bernie O'Donoghue Hynes, Noirin Hayes

The design of policy tools reveals underlying biases that are not easily identified in policy documents. A review of two early childhood education and care subsidies in Ireland aimed at different target populations exposes differential treatment of children, parents and service providers. It also demonstrates how in a split system ‘early education’ is prioritised over ‘childcare’. The designs serve to reinforce stereotypes that enable the powerful and advantaged to accrue benefits while those perceived to be less deserving are burdened through the maldistribution of resources.

This paper utilises Policy Design Theory to evaluate policy tool design and selection in Ireland in order to look beyond policy goals and rhetoric to the meanings and assumptions within policy design. A review of the Community Childcare Subvention Scheme (CCSS) reveals it to be an ‘incentive’ tool that is structured around a negative social construction of the target populations as ‘dependants’ with little capacity to solve their own problems. While immediate policy objectives are met through the design of the CCSS, if viewed in a wider context of overall national policy objectives a range of negative side-effects are evident …

Brother Carl Clayton was born George Clayton in 1938, the youngest of four boys, whose family resided in Baltimore, Maryland. He attended Calvert Hall High School and received a scholarship to attend La Salle College in Philadelphia, PA, beginning in September 1956. After a brief time as a student, Mr. Clayton decided to enter the Christian Brothers order. He completed his spiritual and intellectual training and took the name Damian Carl. Eventually his name would change to just Carl. Br. Carl reported to Pittsburg Central Catholic in September 1961 and was later assigned to La Salle High School in 1963. …

John Hughes May Be Onto Something: Anti-Authoritarianism In Education, Film And Policy, James M. Iddins

In this article, I use two popular anti-authoritarian films to explore often-overlooked options for the education reform debate and general issues related to educational public policy. Bringing in sources from many disciplines, including anthropology, sociology, and economics, I argue for a second look at the issues revealed in the films and action on our part toward creating a more sustainable educational and economic reality. I contend that if we take into account our historical context, we come to a much different conclusion regarding these issues than we might have otherwise.

In the 41 states without a substantial historic Latino population, large-scale schooling of Latinos is a comparatively new issue and the nature of that schooling is fundamentally shaped by how the more established (usually Anglo) populations understand this task. This chapter describes the understandings that led to, but also limited, one particularly comprehensive attempt in Georgia to respond to Latino newcomers. In that sense, this is a study of the cosmologies that can undergird the politics of schooling of Latinos. "As advocates of revolutionary critical pedagogy, we stand at the turning point in this process. Critical pedagogy is an approach that we have chosen as a necessary (albeit insufficient) vehicle for transforming the world. The work that we do has been adapted from the pathfinding contributions of the late Brazilian educator, Paulo Freire, whose development of pedagogies of the oppressed helped to lay the foundations for approaches (feminist, post-structuralist, Marxist) to teaching and learning that utilizes the life experiences of students in and outside of traditional classrooms to build spaces of dialogue and dialectical thinking.
