Government regulations and uncertainty about their enforcement can be a significant barrier to innovation. In business, it is undesirable to consume time and other resources developing a product that cannot be sold or which requires navigating significant bureaucracy for each sale. In academ-ia, where limited funding is available prior to the submission of a grant pro-posal and receipt of an award, proposal-stage compliance costs can derail a project long before it begins. This paper reviews the International Traffick-ing in Arms Regulations (ITAR) and their impact on spacecraft research in academia, private research labs and industry. Contact with Cuban scientists was established in 1986 when two researchers from Centro de Investigaciones para Industria Minero Metalurgica in Havana visited Laval University to get acquainted with research activities in the area of extractive metallurgy. This was followed in early 1987 by two more researchers from the same centre. Invitations were then received in late 1987, 1989, and 2008 to visit the nickel refineries in Cuba and to hold seminars at the University of Havana. The present report outlines these activities.

There is now a far greater level of heterogeneity in the university cohort in age, experience and cultural and socio-economic backgrounds than in the past. This means that assumptions about the equality of student knowledge and ability that may still exist could be causing difficulties for female and male students who are not school leavers or native English speakers. The issues faced by mature-age, international, and low socio-economic background female and male students are diverse and the potential strategies to assist in retaining current students and attracting future students are varied. Students Talk About Energy In Project- Based Inquiry Science, Benedikt W. Harrer, Virginia J. Flood, Michael C. Wittmann

We examine the types of emergent language eighth grade students in rural Maine middle schools use when they discuss energy in their first experiences with Project-Based Inquiry Science: Energy, a research-based curriculum that uses a specific language for talking about energy. By comparative analysis of the language used by the curriculum materials to students’ language, we find that students’ talk is at times more aligned with a Stores and Transfer model of energy than the Forms model supported by the curriculum.

Productive Resources In Students’ Ideas About Energy: An Alternative Analysis Of Watts’ Original Interview Transcripts, Benedikt W. Harrer, Virginia J. Flood, Michael C. Wittmann

For over 30 years, researchers have investigated students’ ideas about energy with the intent of reforming instructional practice. In this pursuit, Watts contributed an influential study with his 1983 paper “Some alternative views of energy” [Phys. Educ. 18, 213 (1983)]. Watts’ “alternative frameworks” continue to be used for categorizing students’ non-normative ideas about energy. Using a resources framework, we propose an alternate analysis of student responses from Watts’ interviews. In our analysis, we show how students’ activated resources about energy are disciplinarily productive. We suggest that fostering seeds of scientific understandings in students’ ideas about energy may play an important …
