Reading programs are essential tools for leaders to use while building literacy. The transfer from instructional delivery to student knowledge should be easily recognizable in the end-of-year assessment data. As the principal analyzing the end-of-year data, I discovered a problem when I struggled to see this transfer in my data. The purpose of this program evaluation was to determine whether teachers perceived Reading Wonders to be an effective reading program for the school district as well as whether the assessment data aligned with teachers’ perceptions. With increasing emphasis being placed on teachers to show an improvement in student achievement, schools are relying on indicators such as reading fluency and reading comprehension to gauge student progress throughout the year. Since the growth on these assessments are used in calculating teachers and administrators’ yearly job evaluations, the significance of these measures has never been higher. According to the National Assessment of Educational Progress, a significant percent of 4th grade students read below the basic level. In one elementary school students participated in additional reading instruction as intervention for students scoring basic and below basic on the state standardized test. The purpose of this ex post facto non-experimental quantitative study was to determine the effectiveness of direct instruction versus fluency (repeated reading) instruction on the reading achievement of 4th grade students. Rx for Discovery Reading® is an intervention developed by the National Institute for Learning Development to impact the reading abilities of students below grade level in reading. The program was designed to address every area of reading acquisition, but, for this study, the areas of phonological processing, decoding, and fluency were investigated using pre- and post-test scores from the KTEA-II, GORT, and DIBELS. The problem studied was whether Rx for Discovery Reading® would raise the mean standard scores in the three areas at the conclusion of the field test.
