This article analyzes alleged underpricing of general liability insurance prior to the mid-1980s liability insurance "crisis." The theoretical analysis considers whether moral hazard and/or heterogeneous information for forecasting claim costs can cause some firms to price too low and depress other firms' prices. Cross-sectional analysis of insurer loss forecast revisions (which should be greater for firms with low prices caused by moral hazard or hetero- geneous information) and premium growth provides evidence consistent with low pricing due to moral hazard but not heterogeneous information. The evidence also implies that shifts in the loss distribution produced large industrywide forecast errors.

The purpose of this study was to evaluate specific changes made to the federal need analysis formula between aid years 1992 and 1993. The subjects examined were 1992 dependent student, firm family financial aid applicants at Iowa State University. A random sample of 200 records was drawn from a farm population of 2225 students;Aid applicant data were drawn from the institutions student aid system. These files were then reprocessed using federally approved need analysis calculators. Various computations, with and without assets, were performed using both 1992 and 1993 need analysis. This dissertation uses public finance theory and econometrics to examine the variation of expenditures on public higher education among states. The basic theory of public goods and externalities combined with comparative static analysis provides the theoretical framework to examine the effect of possible explanatory variables on optimal subsidy levels for public higher education. Two theoretical models are developed, a one sector model of the higher education market that treats private education as independent of the public market, and a two sector model that recognizes the interdependence of the public and private markets for higher education. The purpose of this research was to examine the effects of a workplace literacy (pre-apprenticeship) training program on workers' goal attainment, job performance, and personal life. In addition, the study examined the impact of the training on employees' work-related attitudes including job satisfaction, organizational commitment, and job involvement. This study was conducted at Northwest Iowa Community College (NCC), located in Sheldon, Iowa. Northwest Iowa Community College serves a 4 1/2 county rural area. In December of 1992 NCC placed a seven million dollar bond issue before the voters. This referendum which needed a 60% plus one voter approval received a 36.41% approval. Campaign strategies for the 1992 referendum included a targeting of possible affirmative voters. The objective of this study was to evaluate the implementation of six agricultural development projects recently carried out in Uruguay, South America. This study used qualitative methods to collect and analyze the data;This study attempted to show the importance of other factors, broadly called sociological, for eliciting the kind of results in projects that were expected before their implementation. As fundamentalist-conservatives pressed their agenda in Southern Baptist Convention life, and, in particular, as they assumed a majority on the board of trustees of Southeastern Baptist Theological Seminary in Wake Forest, North Carolina, the academic freedom of the Southeastern faculty became an issue. Concerns enunciated by Robert M. MacIver (1955) provide reference points in responding to the inquiry: "Was the academic freedom of the faculty violated at Southeastern Baptist Theological Seminary?" The purpose of this study was to investigate the effectiveness of teaching a specific top-level structure on students' recall and organization of expository text. The hypothesis to be investigated was that students explicitly taught the scientific report text structure schema would show improved recall and organization of written report text protocols. The report text structure utilized in this study was derived from Sloan and Latham's top-level structure of text organization devised from schema theory and semantic memory models.

ThiS year Carnegie Mellon University began work to develop a fully electronic historical archive of the papers of the late Senator H. John Heinz III. The project is named HEllOS, the Heinz Electronic-Library Interactive On-line System, in honor of the late Senator. Carnegie Mellon received over one million dollars from the Heinz Family Foundation, Heinz Company Foundation and Heinz Endowments in support of the HEllOS project. The grant supports the establishment of the H.
