Food insecure households are described as not having enough money or other resources to meet certain needs of all of their family members at some point during the year. Milam and Towns (2014) observed, “Child hunger exists in every county in every state” (p. 2). The hunger gap has been found to contribute to the lower academic achievement of students of color, particularly those from low-socioeconomic status (Jyoti, Frongillo, & Jones, 2005).

School community is critically important for healthy adolescent development. School connectedness has been found to be even more powerful than family connectedness in terms of protection against acting out behaviors in adolescence (Harrison & Narayan, 2003 ). Increasing student involvement in urban elementary settings through student government would unify students, communities, parents and staff. Establishing a student government in an urban school setting promotes student voice, student interest and helps tie community and staff together. The importance of belonging is essential in providing a safe and productive educational environment.

The purpose if this paper was, first, to attempt to understand why speech did not have a major place in our school curriculum, secondly, to stimulate in the minds of teachers, principals and superintendents the recognition of their personal responsibility for setting up a program which would provide adequately for speech development beginning with the child’s first day of school and continuing on through his entire academic career.
