Strategies That Contribute To The Sustainability And Success Of Community College Non-Credit Workforce Development Programs, Amy Lovin Henecke

Several factors contribute to the challenges community college leaders face in maintaining and sustaining noncredit workforce development programming. For example, these factors include funding reductions from state legislators and corporations using internal training departments for workforce development. There are community colleges that do overcome these challenges and achieve sustainability, provide revenue to the college, and increase and expand programming. The purpose of this case study was to identify strategies that contribute to the sustainability and success of community college noncredit workforce development programs.

This qualitative study will investigate the unintended consequences of implementing structural change in a rural community college in the mid-South region of the United States. Specifically, this study will examine the unanticipated outcomes of merging student affairs and academic affairs into one division. Scant empirical evidence exists about the benefits of this structural change or literature reviewing assessments of the unanticipated financial and nonfinancial costs to the institution. The purpose of this study was to qualitatively examine the governance structure of a successful community college and industry advisory board that collaborate to improve regional workforce development initiatives. The institutional analysis and development (IAD) framework was used as a lens to describe the partnership. The results determined that there were many informal rules that governed the relationship between the community college and industry partners, which led to successful implementation of decisions. The community college leaders created the informal rules with the purpose of encouraging involvement among industry stakeholders, sharing power among all the participants, and facilitating communication.
