When the COVID-19 pandemic forced universities to shift to online learning, one of the challenges to faculty and administrators was to provide students with high-quality, curriculum-based learning materials that could be accessed despite students’ variable levels of Internet access. This paper will establish the case for Open Educational Resources (OER) for Liberation for Ireland, and the leveraging of librarians in pursuit of creating a database of Open resources for public good and public liberation within the context of post-neutrality librarianship. The researchers have conducted a literature review of existing OER initiatives and emerging areas of Open Education. The review is underpinned by the philosophical and pedagogical motivations of Open, with a keen focus on equity, access and accessibility. This paper describes the design and deployment of a mobile cloud network that facilitates open educational resource content distribution. The setup utilized clustered single board computers as content, communication and monitoring servers. It was installed in a Public High School where stakeholders, using their mobile devices, were given access to preloaded content via wireless local area network. Initial tests of the mobile cloud showed good network performance. Teachers were randomly selected to evaluate the content validity and delivery of the OER content. The purpose of this research study, which employed a quantitative research design, was to determine if there was a difference in the grades achieved by students who were enrolled in an entry-level Foundations of Education course using Open Educational Resources (OER) versus the grades achieved by students who used textbooks in other course sections. The goal was to find out whether OER was of the same or higher quality as textbooks in our minority-serving higher education institution. The session includes a report about the 2017 Nebraska ACRL [Association of College and Research Libraries] Scholarly Communication Roadshow that was held July 12, 2017, on the University of Nebraska–Lincoln (UNL) campus. This chapter provides a brief historical overview of the technology contributing to mobile learning (mLearning) and the concomitant progression towards student-centred pedagogies. To begin, mLearning is defined. The theoretical, pedagogical and conceptual underpinnings of it are then explained, with a focus on the technologies and the pedagogies of each decade, from the 1970s and Kay’s futuristic vision of a mobile learning device, to today’s mobile learning technologies that have surpassed Kay’s vision.
