Despite many differences across Pennsylvania's rural school districts, band programs face similar recruitment, retention, and matriculation challenges. Rural school districts in Pennsylvania account for 235 of the 499 school districts in Pennsylvania while educating less than 20 percent of the student population in the state. In addition, rural districts often lack the community infrastructure many urban and suburban school districts possess, creating a unique set of circumstances affecting all aspects of programming, including band programs. During the 2020-2022 COVID-19 pandemic, many colleges were required to transition to a remote learning platform. This was a new concept to many professors and proved to impact college courses, including courses that relied on in-person learning and interactions, such as instrumental music courses. Courses were affected because teaching and learning methods that applied to in-person learning were not entirely possible with remote learning due to the mandates of social distancing and the lack of face-to-face instruction. Despite increased accessibility regarding instructional technology for music education classrooms, an achievement disparity continued to broaden amid COVID-19. When school districts began to close their buildings, curriculum and instruction transitioned to online platforms. Varied student and teacher participation indicated multiple challenges. Experimental virtual learning concluded the 2019–2020 school year and continued in variations through summer 2021. This qualitative historical study examined perspectives concerning teaching during COVID-19 as held by music teachers, secondary band directors, school administrators, and university music educators. The curriculum is aimed at university teacher candidates who plan to teach elementary music. Activities and lessons offered in the curriculum are centered around sight-singing, ear training, and intonation. Nonmusical factors affect the Virginia Band and Orchestra Directors Association (VBODA) concert performances and subsequent assessment results; namely, school size, ethnicity, and socioeconomic status. A comparison of ratings given by individual trained evaluators demonstrates interrater reliability. A comparison of final ratings given at different assessment locations and times reflects the reliability of ratings. However, administrators and evaluators must consider nonmusical factors to report instrumental music performance results accurately. Predictor variables included SES, school size, and minority percentage. Outcome variables included overall band rating and band performance literature difficulty. The purpose of this study was to describe the current status of students with special needs in the instrumental musical ensemble and to examine the effect of selected educator and institutional variables on rates of inclusion. An online survey was designed by the researcher and distributed electronically to 600 practicing K-12 instrumental music educators in the states of Idaho, Mississippi, Nebraska, Nevada, New Mexico, and Rhode Island.
