Since the First World War, there has been an increased recognition for the need of physical education in the elementary school. Although educators recognize and agree on the need, they are not in agreement as to how to best achieve this need. Some educators believe that physical education should be taught as a specialized subject. Through this means, instruction is provided by a specialist who is trained in physical education. Each person in education from the Commissioner of Education down to the classroom teacher is concerned with administration. Each has administrative duties. The way these duties are conducted and carried out will have a direct influence on the outcome of any physical education program and each child within this program.
Through the Tenth Amendment responsibility for the administration of education has been turned over to the various states. Most of the states through their constitutions place the responsibility upon the legislature to provide for organization and maintenance of public school systems. Intramural activity programs, as employed in the modern American high school, represent a very recent and fast growing development. In early colonial days youth was necessarily absorbed in helping to build a new nation out of the wilderness. Clearing forests, building homes, and handling heavy chores were some of the tasks of which youths were an important part. They had little leisure time for play. In the modern age of today, with its frontiers established, students who are attending high school have ample leisure time for play. Every state has a compulsory school attendance law, and yet at any time during the school year approximately 12 percent of the children will not be in school - cannot very well be in school, because of some physical, mental, or emotional handicap, either temporary or permanent.
These absentees are what are now often called the “exceptional” children, including the blind and partially-blind, the deaf and hard-of-hearing, the speech-defective, the crippled, the delicate, the epileptic, the mentally deficient, those with serious social maladjustments, together with those who are temporarily out of school because of a disease or accident.
