Purpose. This study focused on extension education outside the United States as perceived by extension educators and international graduate students of extension education. Specifically, the study described characteristics of the two groups, and documented their perceptions toward (1) policies and characteristics of the extension organizations, (2) educational needs of rural people, (3) agricultural extension program processes and practices, and (4) educational needs of international graduate students. This study is about higher education in agriculture. The philosophic principles that underlie practice and the history and development of contemporary approaches are explored. Elements of an approach to agricultural higher education appropriate for confronting the challenges of the twenty-first century are proposed. It is suggested that such an approach would focus on people-centered development, rather than emphasizing production and profit maximization. The purpose of this study was to articulate a post-positivist philosophy of international agricultural and extension education. The study was phenomenological, in that it tried to discover and describe the essence of international agricultural and extension education. In doing so, it articulated a philosophy which was both evolutionary and non-exclusionary as regards social divisions such as race, class, and gender;A multi-faceted, qualitative methodology was used. The objective of this study was to evaluate the implementation of six agricultural development projects recently carried out in Uruguay, South America. This study used qualitative methods to collect and analyze the data;This study attempted to show the importance of other factors, broadly called sociological, for eliciting the kind of results in projects that were expected before their implementation.
