Does Audience Matter? Comparing Teachers' And Non-Teachers' Application And Perception Of Quality Rubrics For Evaluating Open Educational Resources, Min Yuan, Mimi Recker

While many rubrics have been developed to guide people in evaluating the quality of Open Educational Resources (OER), few studies have empirically investigated how different people apply and perceive such rubrics. This study examines how participants (22 teachers and 22 non-teachers) applied three quality rubrics (comprised of a total of 17 quality indicators) to evaluate 20 OER, and how they perceived the utility of these rubrics. Results showed that both teachers and non-teachers found some indicators more difficult to apply, and displayed different response styles on different indicators. Sacred Heart University’s OER initiative has seen positive results in its first stage of planning and implementation. Five factors have been driving change – tactical planning, collaborative networking, awareness building, impact measurement, and pedagogy focus. Using evidence-based examples, we share strategies for cost-savings, increased access, and enhanced pedagogical practices.

The movement toward Open Educational Resources is challenging and changing the paradigm of academic libraries. Libraries are leading and innovating in the movement for the creation and adaptation of openly licensed content, whereby the creator can retain, reuse, revise, remix, and redistribute content. There are large-scale library or librarian-led projects that are broadening library services, such as SUNY Affordable Learning Solutions, the Achieving the Dream OER degrees, Affordable Learning Georgia, as well as smaller campus initiatives.
