The shift in political landscape in Virginia from former Democratic Governor Ralph Northam to current Republican Governor Glen Youngkin influenced educational policies in the commonwealth. Waving the banner of parental rights, the Youngkin administration began targeting LGBTQIA2S+ students and educators through legislation and policies such as SB 656 and Model Policies on Ensuring Privacy, Dignity, and Respect for All Students and Parents in Virginia’s Public Schools. To understand the influence on rural school districts, this study asked how rural secondary English Language Arts educators understand and respond to these anti-LGBTQIA2S+ policies as well as the ways in which those educators …

Researchers have long been documenting the decline in reading habits of Americans, particularly adolescents and young adults. Reading for pleasure has been declining for the last three decades. Young people claim that reading is boring and irrelevant to their fast-paced, largely digital lives. In the past two decades, the decline of reading has captured wide attention, but most of that attention has been focused on urban and suburban settings. While rural communities are not monolithic, many have seen recent shifts in demographics from historically homogenous populations to more racially, culturally, and linguistically diverse residents (e.g. Sharp & Lee, 2017; Brenner, 2016). Without clear systems for addressing such changes, reactionary policies to address the accompanying conflict can establish marginalized communities, deficit-based perspectives, and structural inequities (Lee & Sharp, 2017). As an alternative approach, this paper outlines promising practices for systemic approaches to addressing the ongoing professional development needs for teachers in rural communities who are supporting students from increasingly diverse backgrounds. Who’S ‘Ere?: Identifying And Addressing Rural Erasure In Ela Classrooms, Chea L. Parton

This article briefly discusses research on the role of rural out-migrant ELA teachers' place-connected identities on rural erasure through text selection and instructional practice. Based on the research findings, it provides resources such as an equity audit for course syllabi and classroom libraries as well as tools for finding and selecting rural young adult literature to combat rural erasure and support teachers' inclusion of critical rural perspectives in their teaching.

Over nine million students in the United States attend school in rural school districts, with a growing percentage of these students identified as emergent bilingual. The purpose of this study is to examine the national emergent bilingual literacy trends and to determine how the opportunities and challenges that rural educators encounter, impact emergent bilingual education in rural schools. ESL students make a small population in rural, remote secondary schools. One ESL student can have a profound impact on the academic measures taken on state accountability tests. This research explores summer learning loss and the effect of summer resources on students’ literacy growth. Using the faucet theory, this mixed methods sequential explanatory study was designed to provide equitable resources and educational support for students in grades five through eight in a rural, socioeconomically disadvantaged school district. Transportation, breakfast, lunch, books, and a literacy-focused enrichment program were coordinated and provided for all participants in an effort to reduce learning loss during summer break. The pragmatic approach to inquiry incorporated both quantitative (e.g., literacy outputs, registration, and attendance data) and qualitative data (e.g., parent open-ended question responses). This dissertation focuses on educational reform in New York State in relation to two policies that I term "dual reform." The 1996 Regents graduation policy required all students to participate in the college-prep curriculum and attain a Regents diploma, while the 2001 Career and Technical Education (CTE) policy promoted integrative approaches to teach academic topics within CTE. The central study questions were: How has literacy reform been constituted in relation to CTE within two rural communities? How does CTE enable and constrain youth literacy learning and development?
