The gap in school performance between African American students and students of other subpopulations has shown up in a range of academic success measures including course grades, test scores, course selection, and college graduation rates (Johnston & Viadero 2000); college and high school grade point averages [GPAs] (Banks & Banks, 2004); and dropout rates (Gordon, 1999; Green, 2001; Irvine & Armento, 2001; Jencks & Phillips, 1998; Kober, 2001; Lee, 2002). This dissertation provides additional background to the limited research regarding the effectiveness of the use of state categorical money on literacy achievement measured by the Arkansas Literacy Benchmark Exam for a cohort of third through sixth grade students and a cohort of fifth through eighth grade students in Arkansas school districts. Using a non-experimental design, the researcher tested two hypotheses using a mixed factorial analysis of variance (ANOVA). This dissertation study addresses the phenomenon of literacy leadership through a multiple case study of four practicing veteran literacy specialists in elementary schools in different New England cities. Using qualitative methods of data collection and analysis, namely extensive interviews and the Voice Centered Relational Method, respectively, narrative portraits were created that suggest themes related to their role, preparation, and ongoing development as well as models of leadership in their schools. The Interactive Strategy Approach -Extended (ISA-X) reading intervention was provided to 3rd and 4th grade struggling readers in three school districts. A first question was to determine if students participating in the intervention showed greater reading motivation than those in a control group. A total of 103 students had been assessed for reading accuracy and comprehension as well as reading motivation using the Reading Engagement Index (REI). An experimental approach to analysis was used. This case study investigated the multimodal accommodations that content teachers make in order to dually support linguistic and conceptual development for English language learning students. Data from digitally recorded classroom observations, teacher interviews, student work, and questionnaires were collected from the participating math and science teachers. The data were analyzed from the theoretical framework of an ecological -semiotic perspective of language teaching and learning (van Lier, 2004), and is theoretically tied to communication accommodation theory and multimodal communication theory as well.

This program evaluation was undertaken to examine the relationship between participation in Project iRead and student gains in word recognition, fluency, and comprehension as measured by the Phonological Awareness Literacy Screening (PALS) Test. Linear regressions compared the 2012-13 PALS results from 5,140 first and second grade students at adopting and non-adopting schools. Similar regressions were performed at early and late adopting schools. The outcomes for Project iRead indicated statistically significant improvement in word recognition at the district level. However, the results were not practically significant as less than 1% of the variation was explained by the model. In addition, Project …
