COVID-19 caused universities around the world to transition overnight to some type of remote learning or online format. The way this occurred, though necessary, was a departure from the standards and norms of traditional distance education and was a drastic change for the majority of faculty and students who had no prior experience with remote, blended, or online learning. This report describes findings and lessons learned from an online teacher training course in the Philippines. "Becoming a Learning Detective" is a 5-day online course that focuses on the design and use of formative assessment to improve literacy and numeracy outcomes in Kindergarten to Grade 3 (K–3) classrooms. The emphasis is on classroom-based assessment strategies that are embedded within daily teaching and learning experiences, involving an active partnership between teacher and students. This report highlights the achievements and lessons learned from the pilot stage of the Australian Strategic Partnerships in Remote Education (ASPIRE) initiative which was managed by the Australian Council for Educational Research (ACER) as part of the Australian Department of Foreign Affairs and Trade's Partnerships for Recovery: Australia’s COVID-19 Development Response. Indonesian higher education must improve its enrollment as well as its quality. One possibility for improving the quality of distance learning universities is collaboration with foreign universities. This paper discusses models for international collaboration among distance learning universities. However, there are also several problems that may result from collaboration. Research and development for an Internet-facilitated distributed community of practice (DCoP) for special education in Bulgaria is in its final phase. The DCoP is called Special Education Bulgaria. Results from the needs assessment indicated that special education researchers, practitioners, and parents in Bulgaria would benefit from such a community and that there is sufficient Internet access. Formative evaluation results directed website usability and sociability improvements and the incorporation of Moodle, a popular course management system. Research behind the establishment of an Internet-based community of practice, called Special Ed Bulgaria, www.specialedbulgaria.org, is discussed. Preliminary results show that special education researchers and practitioners in Bulgaria are familiar enough with using the Internet to benefit from an online community. Results also indicate that there is sufficient access to the Internet. Usability results directed modifications to the prototype online community and led to the incorporation of a popular course management system called Moodle.

Research on special education practices in Bulgaria to develop an Internet-based community of practice is now underway. The study will answer a call to action to test the potential of online communities of practice (OCoPs) to close the gap between education research and practice. A secondary goal is to update findings about the feasibility of Internet-based instruction in Bulgaria. Qualitative and quantitative methods will be used to develop and evaluate a website and propose design principles for future OCoP development.
