The International Crisis In Numeracy Education, Nathan D. Grawe

The OECD recently released results from the 2022 administration of the Programme for International Student Assessment test. As other studies suggest, pandemic mitigation policies resulted in deep learning loss including in basic mathematics which forms the foundation of numeracy. Perhaps of greater concern, however, in many countries pandemic effects amplify declining performance that dates back a decade or more. Losses of two or more years' worth of mathematics education are not uncommon among developed countries. The editorial makes an urgent call for research that identifies practical steps to reverse these trends.

The Programme for International Student Assessment (PISA) is an assessment that measures the knowledge and skills of 15-year-old students, an age at which they have nearly completed compulsory schooling. PISA assesses young adults’ ability to apply their knowledge and skills to real-life problems and situations rather than how well they have learned a specific curriculum. This PISA in Brief report provides a summary of student performance in the PISA 2022 assessment and tells us about their capacity to apply knowledge and skills in the domains of reading, mathematical, and scientific literacy.

The Programme for International Student Assessment (PISA) is an international comparative study of student performance directed by the Organisation for Economic Co-operation and Development (OECD). PISA measures 3 core domains of reading literacy, mathematical literacy, and scientific literacy. The assessment focuses on young people’s ability to apply their knowledge and skills to real-world problems and situations. The term ‘literacy’ reflects a focus on broader skills. In 2020, with the COVID-19 pandemic spreading across Indonesia and around the world, INOVASI (the Innovation for Indonesia’s School Children) and the Indonesian Ministry of Education, Culture, Research and Technology (MoECRT) initiated a study of foundational literacy and numeracy learning by Indonesian students and the impact of the pandemic on this learning. The Australian Council for Educational Research (ACER) provided technical support. The study developed descriptions of literacy and numeracy achievement levels, referencing both global proficiency frameworks and Indonesia’s curriculum and assessment standards. This report describes findings and lessons learned from an online teacher training course in the Philippines. "Becoming a Learning Detective" is a 5-day online course that focuses on the design and use of formative assessment to improve literacy and numeracy outcomes in Kindergarten to Grade 3 (K–3) classrooms. The emphasis is on classroom-based assessment strategies that are embedded within daily teaching and learning experiences, involving an active partnership between teacher and students. Between the United States and Great Britain, over 30 billion USD was spent in 2018 on international aid, over a billion of which is dedicated to education programs alone. Recently, there has been increased attention on the rigorous evaluation of aid-funded programs, moving beyond counting outputs to the measurement of educational impact. The Southeast Asia Primary Learning Metrics Program (SEA-PLM) is a regional assessment of Grade 5 students in six Southeast Asian countries. SEA-PLM was initiated in 2012 by the Southeast Asian Ministers of Education Association (SEAMEO) and the United Nations Children’s Fund (UNICEF). The first main cycle of SEA-PLM was implemented in 2019, with future cycles intended. All member countries of SEAMEO can choose to participate in SEA-PLM. The first six participating countries were: Cambodia, Lao PDR, Malaysia, Myanmar, Philippines and Viet Nam. Designed as household-based assessments, citizen-led assessments (CLAs) are implemented by local organizations who assess children in their homes, thus reaching the most marginalized children, families, and communities, often in remote areas. CLAs add an essential piece of information for truly monitoring progress and help realistically represent the learning levels of all children – at national, regional, and global levels. By using simple tools and easy-to-understand reports, CLAs engage parents and community members in discussions about learning and help foster understanding of the importance of ensuring quality education through civil action. The overall purpose of Pacific Islands Literacy and Numeracy Assessment (PILNA) is to support the improvement of education outcomes of students in the Pacific Island countries. It does this by generating cognitive and contextual data to monitor learning outcome, as well as facilitating ongoing collaborative efforts. The Annual Status of Education Report (ASER) survey is a household-based survey of school-aged children in all rural districts in India. It is the only annual survey that yields data on children’s basic learning levels in this country. It evolved out of the work of a non-governmental organisation called Pratham. The ASER survey aims to obtain reliable, district-level estimates of the status of rural children’s school enrolment and skills in reading and arithmetic, and to measure the change in these estimates over time.

The Early Grade Mathematics Assessment (EGMA) is a one-on-one oral assessment designed to measure a student’s foundation skills in numeracy and mathematics in the early grades. The instrument was first developed by the Research Triangle Institute (RTI) International through funding provided by the United States Agency for International Development (USAID). This paper focuses on the development and evolution of the reading and numeracy aspects of PIAAC and presents an overview of Australian performance in PIAAC, the social and economic outcomes associated with literacy and numeracy proficiency and the literacy and numeracy standards for graduating teachers.

The Pacific Islands Literacy and Numeracy Assessment (PILNA) was developed by SPC’s Educational Quality & Assessment Programme (EQAP) to provide a snapshot of how Pacific youth are faring in the skills essential to progress through school and life - reading, writing, numbers, operations, measurements and data. This report presents the results of an assessment of mathematical and reading literacy of Class 3 students in 15 provinces in Afghanistan. The data were collected between late 2015 and mid-2016. The report also describes the growth in mathematical and reading literacy between Class 3 and Class 6. The Class 6 data were collected from the 2013 assessment in 13 provinces in Afghanistan.
