Not much is known about the ways in which assessment data have actually been used in education policy to date. Understanding the role of assessments in informing system-level decision-making is a first step towards helping stakeholders improve the design and usefulness of assessments. Moreover, this understanding can help to further discussions about how assessment data can best be used to inform policy and practice and to evaluate the effectiveness of policy reforms. This report presents findings of a study of the international mobility of postgraduate research students enrolled at Australian universities. It is based on focus groups with sixty postgraduate research students at seven Australian universities and one focus group with staff from three universities who are involved in supporting research students. This report presents findings of a study of the policy context around higher education institution (HEI) mobility in eight APEC economies – China, Indonesia, Malaysia, Mexico, Peru, the Philippines, Singapore and Viet Nam. The report provides insights into different policy contexts gathered from desktop research and from interviews with 68 participants. These all had direct involvement in HEI mobility in the eight economies in the study, including through senior positions in ministries of education, in bodies aligned to ministries, in accreditation and quality assurance agencies, and in foreign and local HEIs. This chapter describes the procedures that were used to report the population estimates in the ICILS 2013 publications. It starts with a description of the replication methodology used to estimate sampling variance, followed by an outline of how the imputation variance of students’ computer and information literacy (CIL) was computed. The subsequent section outlines the procedures for conducting significance tests of differences between country and subsample means or percentages.

This report presents the results of an assessment of reading, writing and mathematical literacy of Class 6 students in 13 provinces in Afghanistan in relation to the gender of students. The data were collected in late 2013. The purpose of Monitoring Trends in Educational Growth (MTEG) is to provide information to education policy makers on the quality of education outcomes in Afghanistan. In addition MTEG will inform educational practitioners by clearly demonstrating what students at Class 6 can and cannot do in an assessment situation. The OECD Programme for International Student Assessment (PISA) is an international comparative survey of 15-year-olds’ knowledge and skills in reading, mathematical and scientific literacy. PISA seeks to measure how well young adults have acquired the knowledge and skills that are required to function as successful members of society. As part of the PISA 2009 survey, students completed an assessment on reading literacy, mathematical literacy and scientific literacy, as well as an extensive background questionnaire. School principals also completed a survey describing the context of education at their school, including the level of resources in the school and qualifications of staff. …

The Ohio State University launched a language training program customized for a Japanese company in May, 2014. This program targets approximately 340 Japanese workers transferred from Japan to Canada, the U.S. and Mexico. Teaching materials are delivered online and we provide digital classrooms so that they could study English wherever they are. In addition to the typical challenge in ESP – matching content with their needs – and the language distance between their L1 Japanese and L2 English, we have many challenges that relate to working adult learners’ perceptions of English learning and their learning styles. A key message from the most recent OECD PISA report released by ACER in December 2013 is that high-performing countries tend to allocate resources more equitably across socioeconomically advantaged and disadvantaged schools. The most recent OECD Programme for International Assessment (PISA) survey enables educators, policy makers and the wider community to compare Australian students with each other, as well as their counterparts across the world. PISA measures the extent to which 15-year-old students near the end of compulsory education have acquired the knowledge and skills that young adults need to meet the challenges of the future. This issue of Snapshots looks to the data from PISA on similarities and differences in student performance by sex to inform education policies, improve educational outcomes and equity.
