Presidential Address The Ideological And Economic Repositioning Of Universities, Allan Pitman Dec 2007

Presidential Address The Ideological And Economic Repositioning Of Universities, Allan Pitman

Comparative and International Education / Éducation Comparée et Internationale

A reconceptualization of the human capital value of education as a private good, linked to a market oriented commodification of university knowledge, underpins a repositioning of universities as entrepreneurial enterprises. The implications for universities and the professoriate are explored, with a particular emphasis on the ways in which the institutions and work within them are being redefined. Canadian and Australian experiences are drawn upon.

Une nouvelle conceptualisation de la valeur du capital humain en enseignement comme un bien privé, relié au savoir universitaire comme des marchandises destinées au marché, étaie une repositionnement des universités comme des entreprises commerciales. L'auteur explore …

While the focus in this article is on Comparative Education in graduate university programmes, …

Educational Institutions Negotiating Democracy And Social Justice: The (Im)Balance Of Power And Accountability, Paul R. Carr, Gina Thésée Dec 2007

Educational Institutions Negotiating Democracy And Social Justice: The (Im)Balance Of Power And Accountability, Paul R. Carr, Gina Thésée

Comparative and International Education / Éducation Comparée et Internationale

Democracy and education are considered to be mutually reinforcing, yet it is unclear how democracy is achieved in/through education. At a time when educational systems and governments rhetorically advocate for greater accountability for academic achievement, there seems to be less emphasis placed on the area of social justice for students. The capacity of the institutional culture of an entire educational system of a jurisdiction (the provincial/state level, school boards and schools) to support and achieve a high level of critical democracy has not been the focus of extensive research. For the purposes of this paper, democratic education is considered to …

Developing Social Capital: An Insider Look At The Language Learning And Integration Experiences Of New Canadians, Marilyn Steinbach Oct 2007

Developing Social Capital: An Insider Look At The Language Learning And Integration Experiences Of New Canadians, Marilyn Steinbach

Comparative and International Education / Éducation Comparée et Internationale

This article confirms the difficulties of economic and social integration for immigrants, offering qualitative data to add to the existing body of quantitative research. New Canadians need official government assistance to compensate for their lack of social capital, and educational policies and practices must also take into account the need for newcomers to develop social capital. Data from semi-structured ethnographic interviews with eight adult education students in three ESL classes in Montreal indicate that these newcomers are using ethnic group contacts to negotiate access to settlement services in schools and communities. Newcomers who face social exclusion and are unable to …

Internationalization At Canadian Universities: Progress And Challenges, Linda Weber Oct 2007

Internationalization At Canadian Universities: Progress And Challenges, Linda Weber

Comparative and International Education / Éducation Comparée et Internationale

The world-wide demand for international education continues to grow and Canadian universities are rising to meet this need. The rationales for internationalization are many and are culturally, politically, academically, and economically based. An overview of the current state of internationalization, its initiatives and programs at Canadian universities is outlined. Some of the challenges of internationalization include a lack of resources and a need for university-wide centralized and collaborative leadership for incoming international students, and study abroad programs. University staff and faculty would benefit from availing themselves of intercultural training provided through their university international offices. Many Canadian universities fully support …

La Persévérance Chez Les Enseignants Franco-Ontariens, Louise M. Bélair, Christine Lebel Oct 2007

La Persévérance Chez Les Enseignants Franco-Ontariens, Louise M. Bélair, Christine Lebel

Comparative and International Education / Éducation Comparée et Internationale

Differentiated Access To Teaching: Teacher Recruitment Agencies And Flexible Work Arrangements, Katina Pollock Oct 2007

Differentiated Access To Teaching: Teacher Recruitment Agencies And Flexible Work Arrangements, Katina Pollock

Comparative and International Education / Éducation Comparée et Internationale

This paper explores the differential way in which employment practices utilized by Teacher Recruitment Agencies (TRAs) in England generate inequitable access to the teaching profession. Specifically, this paper critically examines the ways in which the present labour practices of TRAs impacts particular groups of women and marginalized people. The paper first describes the teacher recruitment agency phenomena, followed by an account of the feminist perspective that I use and the impact of educational reform on work arrangements. Next, I discuss flexible work and gender. Finally, I describe the place of foreign-born teachers and professional development issues in these new employment …

Seeing Near And Far: Balancing Stakeholder Needs And Rights In Kazakhstan’S Educational Reform, Jazira Asanova Oct 2007

Seeing Near And Far: Balancing Stakeholder Needs And Rights In Kazakhstan’S Educational Reform, Jazira Asanova

Comparative and International Education / Éducation Comparée et Internationale

This paper examines the schooling reform in the post-socialist transformation of Kazakhstan. Adopting a rights-based approach to education, it looks at the ways in which the current education system addresses (or fails to address) the rights and needs of various stakeholders in the society, including teachers, learners, parents, civil society, and policymakers. Two recent large-scale educational reforms form the focus of the paper: a national standardized assessment and a transition from 11 to 12 years of schooling. Implications of the current reform initiatives for Kazakhstan’s development are also discussed, pointing to lessons for understanding schooling and social change in post-socialist …

Language And Culture Research In The Context Of International Education And Second Language Acquisition, Sheri Zhang, Robert Anthony Oct 2007

Language And Culture Research In The Context Of International Education And Second Language Acquisition, Sheri Zhang, Robert Anthony

Comparative and International Education / Éducation Comparée et Internationale

This article is about research methods employed in the context of international education and second language acquisition. Researchers have attempted to interpret communication problems occurring between native and non-native speakers of English within a broad cultural and educational context. Such cultural studies addressing pragmatic and sociocultural dimensions often include methodology debates. We clarify the characteristics and the appropriate use of quantitative-based research methods and qualitative methods of naturalistic inquiry on speech acts, to encourage further research projects on culture based on either method.

Cet article traite des méthodes de recherche utilisées dans le contexte de l'éducation internationale et de l'acquisition …

Shifting From Ideal To Critical Multiculturalism In Canadian Teacher Education Programs: Examining The Challenges, Dragana Martinovic, Sheila Windle, S. Nombuso Dlamini

Comparative and International Education / Éducation Comparée et Internationale

This paper describes a recent initiative designed to provide support for teacher candidates from culturally diverse backgrounds as they traverse a one-year teacher education program in Canada. Results and discussion are based on qualitative data from an information survey, student-professor conversations, a review of seminar documents and processes, and observations and reflections made by professors conducting the seminar. Overall, the Language and Cultural Engagement Seminar was successful in providing a supportive environment in which complicated and politically volatile issues, which would otherwise have remained unacknowledged, were discussed openly. The main concerns expressed by participants were the communication concern (grammar, vocabulary, …

Students’ Organizations In Canada And Cuba: A Comparative Study, Kendra Coulter Jun 2007

Students’ Organizations In Canada And Cuba: A Comparative Study, Kendra Coulter

Comparative and International Education / Éducation Comparée et Internationale

As a comparative case study of two different national post-secondary students’ federations, the Canadian Federation of Students (CFS), and the Cuban Federación Estudiantil Universitaria (FEU), this paper explores why postsecondary students organize politically. The history and present activities of each organization are reviewed to compare their work as it takes place in two very different national contexts. The paper then moves to a discussion of the political goals and motivations driving these organizations in the neoliberal present and argues that students in both organizations are engaged in similar efforts both to improve their own lives and social conditions more generally. …

Poverty And Inequality In The Niger Delta: Is National Economic Empowerment And Development Strategy The Answer?, Macleans A. Geo-Jaja, Steve Azaiki

Comparative and International Education / Éducation Comparée et Internationale

The paper examines economic poverty and educational poverty in the Niger Delta, a region endowed with enormous, but misused, resources. The National Economic Empowerment and Development Strategies (NEEDS) is contrasted with other poverty reduction strategies. The blindness of NEEDS to the complex causes of the situation in the Niger Delta is noted. The issues analyzed concern the emphasis placed on market forces, the schemes used to finance education, and the choice of provision of education towards equality. The final section of the article gives a critical reading of the strategy currently adopted to reduce the incidence of poverty in Nigeria …

Esl/Efl Instructors’ Beliefs About Assessment And Evaluation, W. Todd Rogers, Liying Cheng, Huiqin Hu Jun 2007

Esl/Efl Instructors’ Beliefs About Assessment And Evaluation, W. Todd Rogers, Liying Cheng, Huiqin Hu

Comparative and International Education / Éducation Comparée et Internationale

The beliefs of 95 ESL/EFL instructors in Canada, 44 in Hong Kong, and 124 in Beijing about assessment and evaluation were examined with 32 questionnaire items. While the results revealed more similarities than the differences, among the instructors in the three contexts, the beliefs expressed by the instructors in the three contexts were somewhat mixed and, at times, contradictory. While the beliefs that assessment and evaluation were important for instruction and help improve student learning and the actual purposes of and uses of assessment and evaluation held by the instructors were positively related. The instructors’ beliefs about how they conducted …

Decentralization And Education In Uganda, Immaculate Namukasa, Ronald Buye Jun 2007

Decentralization And Education In Uganda, Immaculate Namukasa, Ronald Buye

Comparative and International Education / Éducation Comparée et Internationale

Uganda is one of the African countries that have decentralized its education system. This country-specific paper examines the implementation process and the way forward to decentralizing education in a developing country. There have been gains and challenges from decentralization and processes linked to it. While the implementation of Universal Primary Education in 1997 increased significantly school enrollment aas well as the number of classrooms; on the other hand, student-teacher and student-resources ratio also increased, and corruption and mismanagement of resources remained a challenge.

Uganda est un des pays d'Afrique qui ont décentralisé leur système d'enseignement. Cet article spécifique sur un …

Translating The Libraries: A Multilingual Information Page For International Students, Jennifer Mcclure, Mangala Krishnamurthy Apr 2007

Translating The Libraries: A Multilingual Information Page For International Students, Jennifer Mcclure, Mangala Krishnamurthy

The Southeastern Librarian

University libraries have long recognized the special needs of international students on campus, but have struggled to find the best ways to bridge the cultural and linguistic barriers and thereby demystify the library experience. The University of Alabama’s online Information Page for International Students (http://www.lib.ua.edu/international/), which was first mounted on the Libraries’ website in 2004, was an attempt to meet this need; however, only when the page was translated into Spanish and Chinese, two of the campus’s most prominent languages, did the advantages of library information in students’ native languages become fully apparent.
