In 2012, the Ministry of Education, Afghanistan, engaged the Australian Council for Educational Research (ACER) as a partner to support the development of a national learning assessment program in Afghanistan. To achieve this goal, the Learning Assessment unit of the Ministry of Education and ACER have collaborated to design and implement the Monitoring Trends in Educational Growth (MTEG) program in Afghanistan. MTEG is designed as a long-term monitoring program with one focus on trends in achievement outcomes in single class levels over time, and another focus on the growth of achievement in cohorts throughout the school cycle, from Class 3 …

Experiencing Private Sector Competition: The Case Of Nepal's Public Schools, Priyadarshani Joshi
Experiencing Private Sector Competition: The Case Of Nepal's Public Schools, Priyadarshani Joshi
Priyadarshani Joshi
This paper describes how public schools experience competition from private schools in the context of a low-income country: Nepal. I argue that experiencing competitive pressures is a necessary starting point for public schools to feel the need to initiate competitive reforms. I use qualitative analysis to illuminate how the experience of competition is linked to school and community characteristics, and principal perceptions. I find that there are key temporal and demographic dimensions that determine the public school’s experience of competition and their ability to respond with reforms. I find that public schools were shielded from private competition for well over …
Realising Australia's International Education As Public Diplomacy, Caitlin Byrne, Rebecca Hall
Realising Australia's International Education As Public Diplomacy, Caitlin Byrne, Rebecca Hall
Caitlin Byrne
Australia’s international education serves as public diplomacy, essentially engaging and influencing public audiences in ways that progress Australian foreign policy priorities and national interests. The multidimensional and increasingly globalised nature of international education presents enormous opportunity for vital exchange and interactions between and with students, academics and communities via onshore and offshore modes of delivery. Positive experiences of student mobility and the development of intellectual, commercial and social relationships can build upon a nation’s reputation, and enhance the ability of that nation to participate in and influence regional or global outcomes. This is ultimately the essence of soft power. While …

Student Peer Mentoring In Australian Higher Education: An Investigation, Nick Mcghie
Student Peer Mentoring In Australian Higher Education: An Investigation, Nick Mcghie
Nick McGhie
This thesis is an exploration of student peer mentoring programs which are increasingly popular in Australian higher education. The thesis investigates the motivations behind student peer mentoring programs offering transition-in support for students. The thesis investigates whether programs are run to benefit the students or to serve the interests of the institution. The thesis explores the current context of higher education in Australia and moves to a case study of the University of Wollongong. Interview data is used to analyse how staff and students navigate the institutional narrative surrounding student peer mentoring and its uses.

This chapter is concerned with the contribution of the research studies conducted by the International Association for the Evaluation of Educational Achievement (IEA) to Australian education. During a period of 50 years education across the world has undergone a remarkable transformation. Many of the changes that have occurred have been initiated by the United Nations Organization and its agen¬cies, particularly UNESCO. From its origins within the UNESCO Institute in Hamburg, IEA and its programs have evolved to develop the worldwide conduct of research in education both through the undertaking and reporting of studies as well as the informal training of …

Youth And Administrator Perspectives On Transition In Kentucky's State Agency Schools, Norman Powell, Amy Marshall, Doris Pierce, Ronnie Nolan
Youth And Administrator Perspectives On Transition In Kentucky's State Agency Schools, Norman Powell, Amy Marshall, Doris Pierce, Ronnie Nolan
Norman W. Powell
Students, a large percentage with disabilities, are at high risk for poor post-secondary outcomes in nontraditional state agency schools. This mixed methods study described transition within Kentucky's state agency education programs, from the perspectives of youth and administrators. Results indicated: that transition is more narrowly defined within alternative education programs; that key strengths of transition practice are present in nontraditional schools; and that the coordination barriers within this fluid interagency transition system are most apparent in students' frequent inter-setting transitions between nontraditional and home schools.

Neoliberalizing Higher Education In Greece: New Laws, Old Free-Market Tricks, Panayota Gounari
Neoliberalizing Higher Education In Greece: New Laws, Old Free-Market Tricks, Panayota Gounari
Panayota Gounari
Amid a financial crisis that has shifted politics in Greece to conservative market-driven ideologies and policies, specific major changes are proposed by the Greek Ministry of Education for primary, secondary and higher education. With the gradual disappearance of public space and of the welfare state, under the pressure and the auspices of the International Monetary Fund (IMF), education becomes one more space quickly geared up towards privatization, marketization of learning and educational goals while the character of free public education is radically redefined. This article addresses the changes in higher education legislation and policy in Greece and analyzes the discursive …
