Abstract
The failure of educators to meet the needs of elementary students who require separated, differentiated, and intensive reading interventions (Tier 3) has been attributed to the scarcity of administrative resources and a lack of effective collaboration between reading specialists and classroom teachers. Experts opine that common barriers to effective collegial collaboration between institutional reading specialists, who are employed by the school, and classroom teachers include: an unsupportive school culture, the classroom teachers’ fear of losing pedagogical autonomy, the absence of mutual trust and interdependence between the reading specialists and their students’ classroom teachers, and the inability of reading specialists …

To fill a gap of leadership research in the public sector, conducted in a municipal government department, in a southwestern United States city of over 1,000,000 residents, this quantitative survey research examined the relationships between 66 observer ratings (response rate of 46.15% from a sample of 143 participants) of a department director’s level of the Big Five personality traits, measured by the NEO Five-Factor Inventory-3 (NEO-FFI-3), and transformational leadership as measured by the Multifactor Leadership Questionnaire 5X (MLQ 5X). In light of the changing landscape of higher education resulting from technological advancement, combined with changing pedagogies and financial pressures, traditional institutions are under heightened scrutiny and most in need of innovation. The research question for this study asked if CEO's (Chief Executive Officers) of urban higher education institutions hold the same values and beliefs as those attributed to business and industry CEO's through the business literature. Through survey methodology, the analysis of urban higher education CEO's perceptions of critical leadership behaviors revealed very similar belief patterns. The primary discrepancies between the research group and their industry counterparts lie in the degree to which critical behaviors are espoused and in the acceptance of transformational leadership as a proactive model for effective organizational change.
