This study Is an analytical assessment of the social and economic situation in the 11 county area. The major focus of the study is directed toward the impact of increased mining activity on population, settlement patterns, land use, and the economic structure of the coal-rich basin. While this assessment is primarily concerned with the present socio-economic situation along the Levisa Fork and its tributaries, considerable effort has been given to projecting the future impact of continuing growth in coal production. The eastern portion of Kentucky has long had insufficient tax revenues available to provide quality public services for local residents. Frequently, the response by legislators and others within the region has been to request additional resources from the state and federal levels of government for service provision. Otto Andrew Gullickson came to the Marshall University campus in the fall of 1930. He was known to generations of Marshall students simply as Swede. Prior to coming to Marshall, he received his education from the State Teachers College at Valley City, North Dakota, Springfield College, and Columbia University. He also served in the United States Army and the American Red Cross. Swede gained teaching experience at Franklin and Marshall Academy in Lancaster, Pennsylvania, the University of Wyoming in Laramie, Wyoming, and the Charlotte Public School System in Charlotte, North Carolina before coming to Marshall. Educational ethnography has become part of the research tradition of both sociology and anthropology, that is, "research on and in educational institutions based on participant observation and/or permanent recordings of everyday life in naturally-occurring settings" (Delamont & Atkinson, 1980). With passage of the 1976 Vocational Education Amendments, PL 94-482, local schools were required to establish an advisory council or councils to enable lay persons to have input into decisions regarding the local secondary vocational education program. This policy was established on the rationale that local citizens have a right and responsibility to assist in the decisions concerning which clientele groups will be served by the local school, and what knowledges these persons should receive.
