Emergency management is an established system to prepare for, respond to, recover from and mitigate the consequence of disasters. Natural and manmade disasters have increased public interest in the systems and organizations that have evolved to protect the public from their effects. The Emergency Management Accreditation Program (EMAP) was developed as a method to evaluate and accredit emergency management programs. Between January 2003 and December 2004, with funding from the Federal Emergency Management Agency, EMAP conducted

baseline assessments of 35 U.S. state and territory emergency management programs.

This paper addresses the importance of strategic planning as a precursor to assessing organizational performance and outlines a change model that has been used successfully at a small college with limited resources. Grounded in extant executive planning processes, this new model demystifies the strategic planning process and establishes procedures that address the practical and logistical issues associated with facilitating a planning process and ensuring that the plan becomes a document that espouses realistic goals, inspires and motivates members of the campus community, and actually provides direction for departments as they create their work plans and allocate resources.

This study focused on the necessity of constructing and using standardized achievement instrument for assessing adult learners. Tests and other procedures for measuring learners’ progress serve as basis for instructional decisions taken by educators on learners. A racially mixed random sample of 247 students at a midsized public university in the Southeast completed the Student Development Task and Lifestyle Inventory at the beginning of their first year, beginning of their sophomore year, and end of their senior year (Winston, Miller & Prince, 1987). Results showed partial support of Chickering and Reisser’s theory of development in that students progressed in their development along three measured vectors throughout their college career. Results contradicted the assumption that developing purpose is a vector experienced only toward the end of one’s college career. This qualitative study investigated contextual influences involved in college student identity development. It examined events, experiences, and relationships that alumni suggest either nourished or thwarted their perceptions of multiple dimensions of their identity during college. Findings suggest that self-perceptions of identity often change as a result of the emotions experienced by individuals in reaction to various contextual influences.
