Historically, state funding of higher education institutions has been allocated through enrollment, but there has been a recent trend towards a different model, performance funding. Performance funding is a model based on the attainment of designated metrics with the intent on improving student outcomes. The metrics used for these programs have often not aligned with the mission and characteristics of different institutions, especially that of community colleges. Although, several past performance funding models failed to improve student outcomes, much has been learned regarding program improvement. As a leader in serving diverse postsecondary student populations, the community college is renowned as a bastion for effective teaching and learning. Absorbing a growing number of traditional age college students, community colleges have witnessed a change in student characteristics. Such change is mainly characterized by the recent appearance of Millennial students. The Millennials’ increasing presence poses some instructional questions for college administrators and instructors. The black professional in the community college is a catalog of contradictions. His or her condition can only be described as tragic; and his or her plight is a travesty on the philosophy of the two-year college. The preliminary findings of one study in progress note that nearly half (409 or 47 per cent) of the 865 two-year institutions included in the sample do not have a single black faculty member or administrator. Eighty-nine of the remaining 456 colleges have only one black staff member. Similarly, there are a number of community colleges located in areas heavily populated by blacks …
