The purpose of this program evaluation was to better understand the department-level leadership’s decision-making process and, within that process, when data are used to inform decisions related to the school’s mission to deliver an exceptional student experience. The evaluation took place at a school of professional and continuing education at a private institution in the Mountain West region. This evaluation’s central focus was to learn what the assumptions were that informed how the leadership prioritized data related to the student experience in their decision-making process. This evaluation was chosen to address the desire of students to see themselves and their lived experiences in their coursework at University College, the location of this study. The purpose was to complete a utilization-focused evaluation that assessed first, the formal and informal practices involved in the course development process within an academic department at University College, University of Denver, and second to determine the extent to which the course development process contributes to an inclusive learning environment. Successfully transitioning into postsecondary education can be challenging for new college students, particularly for students who are academically or socially underprepared for college. Transition programs can assist students with this process, thus increasing the likelihood of student retention. The author of this paper conducted a Utilization-Focused evaluation of the Student Orientation and Registration (SOAR) program at the Steamboat Springs campus of Colorado Mountain College with the intention of improving the program. The study examined the program through the lens of students’ perceptions of their academic and social preparation for their first semester of college after attending the SOAR program.

Restorative Justice is a practice that incorporates harmed parties and the greater community in resolving harm or conflict, the ultimate goal of restorative justice being to make things right. This practice has been used increasingly in student conduct processes on college campuses across the United States.
