This dissertation investigates the complex connections among loan debt burden, student experiences, and post-bachelor’s outcomes, situated within the framework of systemic disparities in educational funding and opportunities. It identifies declines in state funding across educational levels as a systemic and politicized issue, disproportionately affecting students in underserved and underresourced school districts. The study emphasizes the impact of systemic racism and policymaking in perpetuating poverty through higher education, emphasizing the need for equitable policy establishment. This paper displays the objectives of public higher education in New York City and their relation to changes in the city. Public higher education in New York City relies on the support of the public. This paper details adjustments to the lexicon of the school in response to changing demographics and historical events by examining statements provided by the school during different periods. Changes to the lexicon relating to class, gender, race, ethnicity, and military service are examined in relation to their historical context. The purpose of this dissertation was to understand how a new two-year college was designed and implemented within the context of and as a response to the completion agenda by focusing on the decisions and actions of the Administrative Leadership Team (ALT). The research was framed around the completion agenda themes of access, affordability, and student supports. An instrumental case study methodology was used to gain a deep understanding of the new college within the context of the completion agenda. The purpose of this study was to understand variance in state system performance of affordability using variables describing the state political environment and the structure of state higher education boards. The researcher utilized the National Center for Public Policy in Higher Education's Measuring Up (2006) grade for the dependent variable. Three control variables were examined: (a) institutional strength of the governor, (b) professionalism of the state legislature, and (c) impact of the special interest groups.
