There is limited research regarding school psychology field and practicum experiences that are devoted to developing skills related to emergent bilingual learners (EBL). This study attempted to better understand what types of EBL-related field and practicum experiences are most influential in preparing school psychologists to feel confident in their ability to provide school psychological services to EBL students. One hundred thirty-five practicing school psychologists were surveyed using a questionnaire focused on the types of EBL-related field and practicum experiences commonly found in exemplary multiculturally-focused school psychology graduate programs and practitioners’ perceptions of their ability to provide a number of services …

Latino immigrants face many financial challenges in the United States. Language barriers exclude them from jobs as well as financial and consumer markets. Lack of familiarity with the U.S. financial system or bad experiences with financial systems in their home countries can create mistrust and lead to Latino immigrants being unbanked or underbanked. Consumer vulnerabilities may also be exploited as immigrants turn to nonbank financial services such as predatory lenders (check cashers, payday lenders, etc.). Lack of access to jobs and marketplaces results in lower income and less wealth accumulation. Over time this results in wealth inequality between Latino immigrants …

A growing population of English Learners (ELs) have unique challenges when navigating the American educational system. In fact, there is an achievement gap such that EL students lag behind their native English peers in school outcomes. Accordingly, there is increased demand for professional development (PD) lead by principals to address the needs of the changing population of ELs. To support effective PD aimed at improved achievement for ELs, principals need embrace transformative thinking in their work. This honors research project explores the features of Title III requirements as they relate to the actual experience of students and their families. This paper synthesizes my experience researching English as a Second Language (ESL) specific supports and policy to inform my time spent accompanying an upper-level administrator for the Harrisonburg City Public School (HCPS) system, and interviewing professionals at an area school. In this paper I outline the results of interviews with 13 service providers. The purpose of this quantitative study was to examine specific characteristics of English learner programs in a rural areas in order to determine possible factors that promoted higher English language proficiency growth for English learners. The subjects in this study were English learner teachers and administrators from five micropolitan school districts in a rural Midwestern state. The school districts in this study were identified and recruited based on two specific criteria: a mircopolitan community and a student population of English language learners. It is estimated by the year 2030, over 40% of the K-12 population in U.S. schools will be children whose first language is not English (U.S. Census Bureau, 2007; Shin & Ortman, 2011). This situation has potential academic consequences for emergent bilingual students (EBS) attending schools without adequate accommodations. The issue of teachers who are underprepared to meet the needs of EBS contributes to the academic consequences absorbed by this K-12 population, and to the social and cultural cycle of oppression for this marginalized group. This project is a teaching tool to be used in the ESL classroom. It consists of six large (30" x 20") multicolored charts. Each charts focuses on a particular "operator" verb in English ("be," "do," or the modals) and shows the role the operator plays in the grammatical transformations of question formation and negation. The student can actually see how the same sentence changes from the statement to the question form and from affirmative to negative. The Organizzazione Rieducazione Tecnia in Rome, Italy offers English language instruction to Russian Jew refugees who for one reason or another wish to obtain visas to an English speaking country. The students are in a transitional phase in their lives; they have left their country of birth and haven't yet been accepted into another country of their choice. This creates special needs in regard to language acquisition. They need survival skills to help them make this transition and they need to gain an appreciation of English speaking cultures.

The adult ESL student who is illiterate or functionally illiterate in his native language has particular difficulty when learning to read English. This paper is a step by step description of a materials writing project undertaken at Bristol Community College, Fall River, Massachusetts; the goal of the project was to develop reading materials for adult Portuguese ESL students, many of whom were illiterate. Included in the paper are the general guidelines followed, specific steps taken to meet the requirements of each guideline, and a discussion of each level of materials developed. This report details an adaptation for the ESL classroom of the Fitzergerald Key, a method of language education for the deaf which utilizes question words to organize vocabulary development and to visualize the regularities of word order in English. The modified Key is a visual means of silent communication shared between teacher and students which utilizes a board and three kinds of manipulatives: squares marked with question words to indicate the 8 slots of an English transitive sentence; cubes which give common modulators of meaning and frequent pro-forms; and vocabulary cards. In this paper I investigate the claims on which many present ESL methods are based and examine them in view of recent developments in both learning theory and linguistics. There are reasons to think that the audio-lingual method is grounded in inadequate theories of learning and linguistics; if so, this warrants experiments in new methods and re-examination of such currently acceptable teaching methods as repetition, imitation, and pattern practice. The purpose of this project is to present some lesson plans for teachers of English as a second language (ESL) to children in the first years of school to show the potential of numerical concepts to teach ESL. Hopefully reading or looking at the samples in creating units in ESL with numbers as a content matter can give teachers ideas about how to create their own lesson plans using this or different content matter. The Resource Center of the School for International Training's first three-week workshop in methodology for teachers of English as a Second Language was designed to encourage program participants to explore their individual interests independently, to share their ideas and professional experience in a series of ten evening workshops. Materials in the Center included a library of texts and books discussing ESL methodology and theory, collections of games, realia, visual aids for language teaching, and supplies including audio-visual equipment for making original classroom materials. The center was deemed successful, a viable idea for future development.
