This was a study of three variables and their effect on two groups of students who dropped out of school during the tenth grade. One group had attended three full years of junior high school in Owensboro while the other group had attended three full years of middle school in Owensboro. The study also reviewed the programs and emphases of the junior high school and the middle school.

The students were compared on mean cumulative grade point average, mean percentage of absenteeism, and incidence of dropout during the tenth grade.

A primary objective of the field experience consisted of conducting a feasibility study for the establishment of a Career Education Instructional Cooperative for the high schools within the Crawford Educational Service Region, Illinois.

Major employers, students in each Crawford County high school, and randomly selected parents of county high school students were surveyed as part of the study. The results indicated a need for skilled workers to fill a void in Crawford County businesses and industries. Projections were made by the employers surveyed to 1985. The purpose of the field study project was to develop a functional student handbook for use at Crestwood School in Paris, Illinois. Crestwood School is a kindergarten through 8th grade elementary school and the initial intention was to produce a handbook for use at all nine grade levels. As the project took form, however, differences between the needs for grades K-5 and 6-8 became extensive to the point that it became obvious that separate handbooks would be required to fulfill the desired purposes. This project became, then, the production of the handbook for the middle school (6-8) grades.

The use of a computer system to schedule students in a junior high school was the subject of this particular field study. This process has only been used for one year at Martin L. King Junior High School, and the administrative procedures surrounding this had not yet been spelled out, especially in specific terms. Social or chronological promotion has long been a practice of the public schools of the United States. The alternative, nonpromotion or retention, has in the opinion of most psychologists and sociologists led to emotional and sociological trauma for the child. Another and probably the most cogent objection, is many parents oppose nonpromotion and are unwilling to accept the social stigma of "flunking." Children's achievement is a status symbol which profoundly affects families in many communities.

The purpose of this study was to discover ways to reduce expenditures in the budget of the Edwards County Community Unit School District No. 1 for the 1978-79 fiscal year in the light of a projected loss of revenues complicated by inflationary trends.

This paper deals with the problem of developing and writing a grant proposal following the Title IV, Elementary and Secondary Education Act guidelines.

The writer explains the procedure she followed to develop her idea into the final project proposal that was submitted to the Title IV, ESEA office.
