Teaching a new grade level in elementary school requires developing extensive grade- level-specific knowledge. In many school districts, the support for teachers who move grade levels within a district is glaringly absent. In this study, the frequency and impact of teacher grade switching in a school district were examined through a mixed-methods study that included surveys with teachers, interviews with teachers, and student data. The purpose of this study was to determine the effectiveness of departmentalization as a strategy at the elementary upper grades to affect gains in the school’s accountability and gains in achievement performance. Based upon standardized testing measures, accountability for student achievement has dramatically increased in elementary schools; rigorous standards have increasingly affected teachers to become highly skilled in subject content areas. In the DR, the need of producing drastic changes in students’ outcomes fostered the adaptation of a professional development (PD) program to improve the public education system. In 2013, the National Institute for Teacher Preparation chose the School Centered Continuous Teacher’s Preparation (EFCCE, acronym in Spanish) PD program to help teachers with the needed transformation. Purpose: The purpose of this phenomenological study was to identify and describe behaviors exemplary superintendents practice during leadership team meetings to build and maintain trust with their principals based on the facets of trust defined by Tschannen-Moran and Hoy (benevolence, reliability, competency, honesty, and openness).

Methodology: The qualitative use of phenomenology was utilized in this study. Respondents were able to tell their stories, providing semistructured feedback in order for the researcher to gain a deeper understanding of trust building during leadership team meetings.
