While competency-based education is growing, standardized tools for evaluating the unique characteristics of course design in this domain are still under development. This preliminary research study evaluated the effectiveness of a rubric developed for assessing course design of competency-based courses in an undergraduate Information Technology and Administrative Management program. The rubric, which consisted of twenty-six individual measures, was used to evaluate twelve new courses. Additionally, the final assessment scores of nine students who completed nine courses in the program were evaluated to determine if a correlation exists between student success and specific indicators of quality in the course design. Engineering education delivery is dynamic and increasingly asynchronous. An observation that students had very different levels of knowledge and skills as they progressed through our programs, led the authors to use audio/visual media as a leveling intervention. In this effort the authors collected data to determine if audio/visual media can be used to increase performance in the development of a program related task and guide students to higher levels of learning on Blooms Taxonomy through the development of student created learning aids.

The policies of the environment-based education movement are benefiting teachers and students participating in several model programs operating in the United States. Place-centered learning enhances the interdisciplinary practice of Essential Academic Learning Requirements, and actively engages students in local issues. The study of cultural landscapes encourages a sense of place within the Lower Columbia River Gorge, and fosters student connections with the Dalles Mountain Ranch. Policy recommendations are made for environment-based learning in Washington State's public schools. Emerging Practices In K-6 Multimedia Methods Of Instruction In The Bethel School District, Gelnn E. Malone

The purpose of this study was to assess and describB the conditions and practices in the Bethel School District's elementary schools with regard to the use of a multimedia approach to instruction. A sample of the 260 classroom teachers, 13 principals, and 13 learning resource center specialists in the Bethel School District's 13 elementary schools (K-6) were surveyed using questionnaires covering the implementation of multimedia methods of instruction. The results showed current multimedia methods of instruction are rare in the elementary classrooms of the Bethel School District because of a lack of technological inservice and current multimedia hardware.

Student progress toward an educational goal can be enhanced by the use of a curriculum containing both assessment and instruction. This project is such a curriculum based on the linear measurement items of the Brigance Inventory of Essential Skills. The careful sequencing and prevocational nature of this curriculum, along with its record-keeping forms, make it especially useful for special education. It is also available as a data disk for use with Apple microcomputers.
