This project was developed to address the complex issue of disseminating information to high school students via the World Wide Web. Topics include: the need for greater communication among instructors, students and parents, the need to utilize instructional design techniques, the backwards design process in the development of web based projects; and the need to integrate internet technology for promoting instruction and learning.

As educators and training providers embrace online technologies, some researchers posit that the development of a learning community is perhaps the most fundamental goal of online instructors (Hiltz, 1997). The process for developing and maintaining learning communities, however, remains unclear (Bonk & Wisher, 2000; PaJloff & Pratt, 1999). This study sought to provide insight into factors that influence community development through an exploration of the community experience in online settings.
