Dropping out of school has a negative impact on an individual’s life and a person’s ability to contribute to the country’s society and economy. Returning to schooling and obtaining a diploma or equivalent is fraught with obstacles. Many people try several times to complete the degree; fewer succeed. The plight of rural students including rural school returners is often overlooked because their problems are overshadowed by the problems of urban areas.

Since 1958, the New York State Education Department has officially promoted the policy of consolidating small, rural schools. This policy is delineated in the Master Plan for School Reorganization, and while the centralization of most one-room rural schools has been successful, the state has been less successful in the consolidation of smaller, centralized rural school districts. This paper examines some of the efforts made by those smaller, centralized rural schools to overcome the outside pressures that have emerged within the process of state-backed consolidation. Rural high poverty schools can often be invisible to those not living in rural areas. The number of students in rural areas is not far below the number of urban students, yet there has been little attention or research about rural school student achievement (Arnold et al., 2006; Pitchford 2011; Richard, 2005). The state of Missouri has established a program entitled Top Ten By Twenty. This initiative has been an impetus for change in rural high poverty schools. The purpose of this qualitative multiple case study was to identify the challenges faced by rural school superintendent/principals and the corresponding strategies used to mitigate those challenges. The role of the superintendent/principal is considered to be one of the most challenging administrative roles; little if no research had been conducted on the challenges and strategies of this dual administrative role. The purpose of this study was to investigate the personal, institutional, and environmental factors that influenced a principal’s decision to leave his or her school. Respondents included six elementary principals in rural Minnesota who left their positions within the past year. Interviews were recorded, transcribed, coded, and analyzed for themes. Transferability and credibility were enhanced through the participation of the researcher in a bracketing interview to identify potential biases, independent coding by an outside analyst of the bracketing and regular interviews, and repeated checks with respondents about transcriptions, codes, and themes. Improving American schools, and as a result, the educational leaders who guide and oversee American schools, has an historic background; yet research to accomplish the improvement is rooted in urban schools and male educational leaders, particularly the superintendent of schools.
