Examining Systemic And Dispositional Factors Impacting Historically Disenfranchised Schools Across North Carolina, Raketa Ouedraogo-Thomas

This mixed method sequential explanatory study provided analysis of North Carolina (NC) school leaders’ dispositions in eliminating opportunity gaps, outlined in NC’s strategic plan. The study’s quantitative phase used descriptive and correlation analysis of eight Likert subscales around four tenets of transformative leadership (Shields, 2011) and aspects of critical race theory (Bell, 1992; Ladson-Billings, 1998; Ladson-Billings & Tate, 2006) to understand systemic inequities and leadership attitudes.

This Organizational Improvement Plan is based on a problem of practice at an inner-city school in a medium-sized Ontario city. There is an achievement/opportunity gap between minoritized students and those in the majority, that run along the Regular English/Specialized Program and Early French Immersion Program lines. This study examined how school leaders can differentiate their approach using a self-reporting psychometric instrument called the Emergenetics® Profile when engaged in critical self-reflection. Using a multiple case study approach, three urban school leaders engaged in the deconstructing and reconstructing of knowledge frameworks specific to deficit thinking. The Emergenetics Profile served as a lens to critically self-reflect in order to differentiate their approach to the disrupt deficit thinking practices in their schools (Browning 2007; Khalifa, 2018; Shields, 2018). This qualitative case study explores the leadership values and practices of a principal in a sixth through twelfth-grade school in the Rocky Mountain West to determine how leadership values and practices support the implementation of equitable and socially just practices in the school. Urban Academy is one of Urban Diverse School Board (UDSB)’s model schools situated in Ontario, Canada. A model school program was created to provide students with equitable access to resources and learning opportunities. Despite UDSB’s commitment to equity and inclusion, this urban school continues to experience persistent achievement gaps when aggregate data are analyzed. Based on student data, the achievement gap has been strongly connected to demographic factors such as low socioeconomic status (SES) of the parents.
