An instrumental case study was implemented to understand how effective school leaders influence the contexts of formative evaluations that strengthen teacher efficacy. The study took place in a rural, public school district ranked as an A school by the State Department of Education in student achievement for the past three years. The principal, two master teachers, and four classroom teachers were interviewed and observed to explore how the context of formative evaluations strengthened teacher efficacy at their school. This mixed methods program evaluation examined teacher and administrator perceptions regarding fidelity of implementation of components of the teacher evaluation program with middle school special education teachers. These components include pre-conferences, observations, and post-conferences; summary evaluations; and professional development plans. Incorporating evidence from qualitative interviews with school-based administrators, qualitative focus groups with special education teachers, and a quantitative survey with special education teachers, this study found that fidelity of implementation of the components of teacher evaluation is impacted by evaluator capacity. This dissertation explores how early research in self-efficacy, teacher stress, and teacher job satisfaction directly relate to self-determination theory. Specifically, the role of the elementary school principal can directly impact teacher motivation when meeting teacher basic psychological needs outlined in self-determination theory; connectedness, competence and autonomy. Furthermore, principals can build teacher connectedness, competence and autonomy with interactions and feedback both inside and outside of the formal teacher evaluation process. When principals interact with teachers frequently, visit classrooms weekly, and provide specific and timely feedback, teachers experience higher levels of motivation through increased feelings of connectedness, competency, and autonomy.

The purpose of this study was to determine effectiveness of goal setting protocol procedures implemented by three school districts on teacher evaluation scores using the Texas Teacher Effectiveness Evaluation System (TESS). The study was developed to examine the teacher development efforts utilized by leaders of lowperforming schools that had shown promising gains in student achievement. A researchercreated quantitative survey sent to school leaders in one state was utilized to analyze the perceived use and effectiveness of various teacher development efforts in supporting student achievement gains at their schools. Although there is a large body of research that addresses the essential elements of family engagement, little information was available on the impact that a family engagement program had on teacher evaluation and familial self-efficacy. The purpose of this qualitative case study was to assess teacher competencies and family self-efficacy in a large urban district in West Texas. The research was conducted by gathering baseline data using questionnaires derived from the Measure of School, Family, and Community Partnerships survey and the 2015 Equitable Parent-School Collaboration Research Project University of Washington. Teacher quality is the most important school-based factor affecting student learning and achievement. In 2009, the Race to the Top (RttT) federal education initiative provided an opportunity for states to compete for federal grant resources to reform their public education systems, which included revamping teacher evaluation systems to improve teacher (and principal) effectiveness. This study investigated the teacher evaluation model used by Concept-managed charter schools. The STEM-focused, college preparatory Concept Schools is a management company that manages 31 charter schools in seven different states in the U.S. The Concept Schools (CS) teacher evaluation model was based on the Danielson Framework and has been used in all CS-managed schools since 2011. This dissertation used data from three years of consecutive teacher evaluations scores to create a predicting model for K-12 school districts. Motivating and retaining teachers is a critical element of the educational process. In 2011, Florida law required school administrators to implement a Valued-Added Model (VAM) for teacher evaluation, compensation, and retention decisions. However, the Florida VAM includes complex calculations to measure student learning progress. This qualitative case study was to explore teachers’ professional and personal perceptions of the VAM to determine teachers’ performance, compensation, and personnel consequences. This study was guided by the following research question: How do teachers perceive the teacher evaluation process in a Midwestern Teacher and student Advancement Program (TAP) school? The theoretical foundations used in this study were Maslow’s hierarchy of needs theory and Kirkpatrick’s four levels of evaluating training programs. The focus of this study was to measure elementary, middle, and high school administrators’ beliefs regarding the appropriateness of the Mississippi Statewide Teacher Appraisal Rubric domains, as well as their perceptions regarding the Mississippi Statewide Teacher Appraisal Rubric’s overall alignment with the Interstate School Leaders Licensure Consortium standards. This was a quantitative study that investigated whether a statistically significant difference existed between administrators’ beliefs regarding the appropriateness based on their grade level assignment. The landscape surrounding teacher evaluation is changing as teacher accountability becomes more prevalent in this process. This study looks at how teacher-created student growth assessments (SGAs) for teacher evaluation affects teacher efficacy with respect to instructional practice. Survey data were collected from 110 kindergarten through eighth-grade teachers; additional data were gathered from three interviews. A majority of these teachers reported the work in creating SGAs benefitted their instructional practice. Teachers reported increased knowledge in learning standards, curriculum development, and assessment literacy as a result of creating their own SGAs.
