The state of youth behavioral health in the United States was a public health crisis before the overwhelming challenges presented by the coronavirus disease 19 (COVID-19) pandemic, and now, the situation is even more dire. The impacts of youth behavioral health challenges are pervasive and long-lasting for youth, their families, and the entire community. It is critical to identify innovative ways that youth behavioral health is being addressed in schools and understand how comprehensive school mental health systems including multi-tiered system of support teams are functioning. This project addresses concerns within inner-city public schools while restructuring how we facilitate learning in our school buildings. It provides an overview of continued research on challenges faced in public schools including reform policy (testing and curricular changes), privatization, day-to-day structures and how they impact the academic and social-emotional development of our students. By examining our current designs and policies, we are able to identify why and how these systems have not been beneficial to our students, and we are able to find basic solutions in supporting the holistic needs of our students. The purpose of this quantitative study is to determine the effect that educational choice, in the form of vouchers, is having on the performance of traditional public schools in Hamilton County, Ohio. The threat of losing students to vouchers creates a sense of competition for students, and ultimately the dollars that are attached to them. This competition is relatively new to public education and is being promoted by state legislators as a catalyst for public school improvement. Data from standardized test scores shows boys are falling further behind in literacy each year. Thanks to countless hours of research, we can pinpoint some of the causes for this decline. The major challenge educators face is how to keep boys interested in reading while placed in classrooms not necessarily designed to meet their needs. During the past few years revenue for the support and maintenance of public schools in Utah has become a subject of increasing concern and discussion. Considerable effort has been made on the state level in an attempt to equalize the financial programs among the school districts in the state.
