Superintendent turnover has been rampant in the public school district in Guam, an unincorporated United States territory; there have been 18 superintendents since the 1981. This qualitative study aimed to identify and analyze potential factors affecting the superintendency in Guam. Social systems theory proposes a number of factors about the dynamics that define the relationship between an individual and a social system to help us understand the behavior of the individual within an organization. Purpose: The purpose of this qualitative phenomenological study was to describe the perceptions of current public school superintendents in Southern California regarding the impact of emotional intelligence on their leadership in four areas: self-awareness, self-management, social awareness, and social management. An additional purpose of this study was to describe any differences between current male and female superintendents on the impact of emotional intelligence on their leadership. Superintendents with five years of experience (n=48) were surveyed on Full Range Leadership style, educational attainment, and years of experience to determine whether Kentucky school superintendents had an effect on student outcomes. Data was collected on each superintendent’s district Overall Accountability Score (OAS) to determine student performance. Using the district OAS as the dependent variable, independent t-tests were performed to compare high transformational leaders to low transformational leaders, high transactional leaders to low transactional leaders, and high laissez-faire leaders to low laissez-faire leaders. Quality learning and high student achievement are primary goals of K-12 public school education. Superintendent-School Board teams can have a positive impact on both. Collaboration is critical to these teams’ effectiveness and efficiency. Research has suggested conflict can have a negative impact on collaboration and may be related to the diversity on the team. The modern school superintendent fulfills a unique role in the American public education system. He or she is structurally empowered as the de facto head of the local educational system, thereby granted with a certain amount of trust and authority regarding educational issues. At the same time, the superintendent is, in most cases, an employee of a politically appointed school board. This construction creates a dynamic wherein the superintendent is both the leader of a highly structured, bureaucratic system, while at the same time an employee of a largely lay, often elected, group of citizens.
