Students with reading disabilities need explicit and systematic instruction provided by teachers knowledgeable in effective literacy instruction (Foorman & Torgesen, 2001; Moats, 1999; Piasta, Connor, Fishman, & Morrison, 2009). The National Reading Panel report (2000) outlines five areas necessary for effective reading instruction: phonemic awareness, phonics, fluency, vocabulary, and comprehension. Knowledge in these five areas is imperative to providing explicit instruction for students’ struggling with reading (IDA, 2010; Moats, 1999). However, special education teachers often report being ill-prepared to provide the necessary instruction needed by students with reading disabilities (Amendum, 2014; Kennedy & Sheil, 2010).

Jefferson County Public Schools (JCPS) is an urban school district in Louisville, Kentucky. While serving more than 100,000 students, JCPS is the 27th largest school system in the United States. JCPS serves students with moderate to severe disabilities (MSD) seeking to attain an alternative diploma upon exiting secondary school. Students with MSD enrolled in JCPS age 16 and older receive transition services to support post-secondary transition. Community stakeholders and JCPS central office staff are concerned about post school outcomes and transition for students with MSD. Once students graduate from public education, the supports for individuals with disabilities change significantly. The law requiring school districts to support students with disabilities no longer applies upon graduation. As the familiar support structure no longer exists, the transition for students with disabilities is very difficult. The purpose of this qualitative case study will be to learn the perceptions of students with Specific Learning Disabilities (SLD) in regard to accessing accommodations from the Office of Disability Services in a public community college setting, identifying barriers, and utilizing self-advocacy skills.
