In 1993, the state of Missouri passed the Outstanding Schools Act. This law was created as a means to ensure that “all children will have quality educational opportunities, regardless of where in Missouri they live.” Section 167.131 of this law states that an unaccredited district must pay the tuition and transportation cost for students who attend an accredited school in the same or adjoining district. This portion of the law became known as the Student Transfer Program.

Purpose: The purpose of this qualitative case study was to explore and describe the perceptions of high school principals in three Central and Northern California school districts on the implementation of restorative practices and resistance to change through the theoretical lens of Kotter’s eight-stage change model.

Methodology: For the purpose of this study, the case study method was used to answer descriptive and explanatory questions that focus on the what, why, and how the research occurred during the implementation of restorative practices (Yin, 2011). Every year billions of dollars are spent on development aid and training around the world. However, only 10% of this training results in the transfer of knowledge, skills, or behaviors learned in the training to the work place. Ideally, learning transfer produces effective and continued application by learners of the knowledge and skills they gained through their learning activities. Some studies suggest that technology usage can serve as an effective post-learning intervention to enhance the transfer of learning.
