An instrumental case study was implemented to understand how effective school leaders influence the contexts of formative evaluations that strengthen teacher efficacy. The study took place in a rural, public school district ranked as an A school by the State Department of Education in student achievement for the past three years. The principal, two master teachers, and four classroom teachers were interviewed and observed to explore how the context of formative evaluations strengthened teacher efficacy at their school. As principals seek to strengthen their impact on teaching and learning, it is critical to understand how principals provide feedback to teachers about their instruction and the focus of those conversations. This study examined the content and quality of principals’ (N = 4) verbal feedback to teachers (N = 11) during post-observation conferences (N = 11) and teachers’ perceptions of that feedback. In post-observation conferences, principals emphasized students’ opportunities to learn and supportive classroom environment, but rarely provided feedback on curriculum sequencing, the balance of procedural and conceptual knowledge, and teachers’ review and feedback to students. This mixed methods program evaluation examined teacher and administrator perceptions regarding fidelity of implementation of components of the teacher evaluation program with middle school special education teachers. These components include pre-conferences, observations, and post-conferences; summary evaluations; and professional development plans. Incorporating evidence from qualitative interviews with school-based administrators, qualitative focus groups with special education teachers, and a quantitative survey with special education teachers, this study found that fidelity of implementation of the components of teacher evaluation is impacted by evaluator capacity. This article investigates school system leaders’ influence and control over local teacher supervision and evaluation systems (TSES) guided by the United States’ (U.S.) Every Student Succeeds Act (ESSA). Using qualitative, textual document analysis methods, we analyzed 50 states’ ESSA policies to determine the extent to which local education agencies have flexible TSES authority granted by state and federal guidelines. The study findings indicate that a majority of U.S. state-level policies mandate standardized TSES tools and processes at the local district level. In this study, various statistical indexes of agreement were calculated using empirical data from a group of evaluators (n = 45) of early childhood teachers. The group of evaluators rated ten fictitious teacher profiles using the North Carolina Teacher Evaluation Process (NCTEP) rubric. The exact and adjacent agreement percentages were calculated for the group of evaluators. Kappa, weighted Kappa, Gwet’s AC1, Gwet’s AC2, and ICCs were used to interpret the level of agreement between the group of raters and a panel of expert raters. The purpose of this article is to provide five succinct steps that effective leaders in education can implement when conducting teacher observations and evaluations. Through the analysis of current literature, the authors suggest that teacher evaluation includes (1) establishing norms, (2) building relationships, (3) conducting classroom observations, (4) providing feedback, and (5) setting goals and follow-up. The need for effective feedback delivery and evaluation is crucial for teacher development, and ultimately, student success.

This dissertation explores how early research in self-efficacy, teacher stress, and teacher job satisfaction directly relate to self-determination theory. Specifically, the role of the elementary school principal can directly impact teacher motivation when meeting teacher basic psychological needs outlined in self-determination theory; connectedness, competence and autonomy. Furthermore, principals can build teacher connectedness, competence and autonomy with interactions and feedback both inside and outside of the formal teacher evaluation process. When principals interact with teachers frequently, visit classrooms weekly, and provide specific and timely feedback, teachers experience higher levels of motivation through increased feelings of connectedness, competency, and autonomy.

While policy makers have attempted to standardize teacher evaluation, policy is implemented and enacted by school administrators. This study addresses the following question: Considering the legislative efforts to remove control of evaluation from local figures, do teachers perceive school principals as influencing the implementation of state-level evaluation policy and, if so, in what ways? The study was developed to examine the teacher development efforts utilized by leaders of lowperforming schools that had shown promising gains in student achievement. A researchercreated quantitative survey sent to school leaders in one state was utilized to analyze the perceived use and effectiveness of various teacher development efforts in supporting student achievement gains at their schools. Driven by Race to the Top funding and quickly designed and deployed in 2010-2011, a new teacher evaluation policy in Tennessee altered principals’ supervisory practices regarding their use of time for observation and reporting, their interaction with teachers, and the methods for giving teachers performance ratings. In addition, student test score data were integrated into final ratings, and professional consequences were linked with those ratings. Research on recently adopted methods for teacher evaluation are largely focused on issues of validity and pay less attention to the consequences of implementation for the everyday practices of teaching and learning in schools. This paper draws on an ethnographic case-study to argue that the joint tasks demanded by neoliberal teacher evaluation policies structure interactions among teachers and between teachers and administrators in ways that erode professional culture. Implications for policymakers, school leaders, and teachers are considered.

In 2009, the Race to the Top (RttT) federal education initiative provided an opportunity for states to compete for federal grant resources to reform their public education systems, which included revamping teacher evaluation systems to improve teacher (and principal) effectiveness. This study investigated the teacher evaluation model used by Concept-managed charter schools. The STEM-focused, college preparatory Concept Schools is a management company that manages 31 charter schools in seven different states in the U.S. The Concept Schools (CS) teacher evaluation model was based on the Danielson Framework and has been used in all CS-managed schools since 2011. This dissertation used data from three years of consecutive teacher evaluations scores to create a predicting model for K-12 school districts. In 2011, Florida law required school administrators to implement a Valued-Added Model (VAM) for teacher evaluation, compensation, and retention decisions. However, the Florida VAM includes complex calculations to measure student learning progress. This qualitative case study was to explore teachers’ professional and personal perceptions of the VAM to determine teachers’ performance, compensation, and personnel consequences. This study was guided by the following research question: How do teachers perceive the teacher evaluation process in a Midwestern Teacher and student Advancement Program (TAP) school?
