Ten middle school principals of Title I charter schools were interviewed in this qualitative, phenomenological narrative study to explore the influence of parental involvement on students’ success in Title I charter schools in Texas as perceived by middle school principals. Each interview was analyzed before combining them to develop a complete picture of the phenomenon. Coding and pseudonyms were used for each participant to maintain anonymity and confidentiality of data and records in the study. The findings suggest that most of the principals considered parental involvement as a combination of different expectations set for both parents and school. Thus, school …

In 2015-16, the United states spent over $660 billion on its public education system in hopes of providing children with greater opportunities to excel academically and to improve their life trajectories. While public education dollars have risen at a relatively fast pace historically, future challenges, including underfunded pension liabilities, suggest policymakers should economize wherever possible. Meanwhile, the number of public charter schools has increased exponentially. from 1991 to 2018, charter school legislation passed in 44 states and the nation’s capital, and student enrollment in charters increased to around 3.2 million. Policy actors unite political culture, power, and values to make substantial decisions which are often subjective in nature. Politics and policy are about collective decisions, which rely on the arrangement of a group of people. As values can influence policy actors in their attempt to solve problems, it is important for policymakers to establish a balance among the most essential values. A qualitative case study approach was used to investigate how, and what ways, political culture influenced how state stakeholders interpreted or implemented policy.
