The effectiveness of teacher evaluation systems is determined by the extent to which they can support improved instructional practice. Research suggests that implementation factors such as attitudes of school leaders (Kimball & Milanowski, 2009), perceptions of fairness (Delvaux, Vanhoof, Tuytens, Vekeman, Devos, & Petegem, 2013), the relationship of the evaluator and the teacher (Weber, 1987), and the quality of the feedback provided can all impact the effectiveness of the evaluation system (Conly & Glasman, 2008; Danielson, 2012; Delvaux et al., 2013; Weber, 1987). The focus of this mixed methods study was on Maryland Title I elementary principals who led schools to achieving adequate yearly progress during the 2011-2012 school year. At the time of the study, slightly more than one third of the Title I elementary schools in Maryland and throughout the U.S., achieved this status (U.S. Department of Education, 2013).

In-depth interviews were conducted with twenty-five principals from Title elementary schools in Maryland. The Multifactor Leadership Questionnaire (MLQ) Leader Form was administered to the participants as well.

This qualitative case study discusses the opinions of teachers and principals (educational leaders) working at primary schools regarding recent changes implemented in the Turkish education system. “E-okul,” the “FATIH project,” and “MEBBIS,” which are technology-focused changes; and “girls’ education,” “the unfragmented 8-year compulsory education,” “children’s school participation,” and “promotion of literacy” and “students’ clothing” are changes that broaden the boundaries of the teaching and learning processes and are viewed as successful. This study examined whether the theory of deliberate practice could be applied and expanded to the field of education to explain how school leaders successfully work with teachers to improve student achievement in schools with a high percentage of student identified as minority and low income. For the purpose of this study, deliberate practice is defined as practice that is "(a) at an appropriate level, (b) provides informative feedback, (c) provides for opportunities for repetition, and (d) allows for correction of errors" (Sternberg, Grigorenko, & Ferrari, 2002, p. 71).

This dissertation examines the perceptions of the participants in the Institute of Engaged Principal Leadership at the start and conclusion of their first year of sessions. The study used a single case study qualitative research approach incorporating semi-structured interviews questions, researcher observations, and review of documents throughout the 2012-2013 initial year of the Institute. The results indicate themes of growth within the participants' beliefs, confidence, focus on equity and student-centered school climate, and a need for networking within the educational leadership roles. The Catholic Church consistently affirms the rights and responsibilities that parents, the Church, and its schools have in passing on the faith to children. While Church teaching holds that parents are the primary educators of their children, it also maintains an important role for parishes and schools in nurturing faith formation.
