The effectiveness of teacher evaluation systems is determined by the extent to which they can support improved instructional practice. Research suggests that implementation factors such as attitudes of school leaders (Kimball & Milanowski, 2009), perceptions of fairness (Delvaux, Vanhoof, Tuytens, Vekeman, Devos, & Petegem, 2013), the relationship of the evaluator and the teacher (Weber, 1987), and the quality of the feedback provided can all impact the effectiveness of the evaluation system (Conly & Glasman, 2008; Danielson, 2012; Delvaux et al., 2013; Weber, 1987). The main objective of this study is to empirically test a number of theory-based models (i.e. fixed effects (FE), random effects (RE), and aggregated residuals (AR)) to measure both, the generic knowledge as well as the degree attainment rates and early labor outcomes, gained by students in different programs and institutions in higher education. There are four main findings: First, the results of the paper confirm the need of using models that address the issue of student selection into programs and institutions in order to avoid biased estimates. Most colleges and universities function independently and lack the wherewithal of measuring performance areas of effectiveness, efficiency or quality. The United States Department of Education maintain a number of subsidiary organizations and external sources that provide public statistical data for analysis, yet an institutional performance output measure has not been defined, created, nor developed. This study is a qualitative meta-evaluation of the early field experience (EFE) program at a small, private, undergraduate teacher preparation program in Virginia focusing on the perceptions of preservice teachers, cooperating teachers and course instructors about the EFE evaluation objectives, evaluation experience, and resulting data usage. The EFE evaluation protocol at the study site is explored using a participatory-oriented evaluation model that solicited the perceptions of stakeholders. Analysis of EFE evaluation documents and semi-structured interviews with the stakeholders were conducted to explore the extent to which (1) official EFE objectives are congruent with the EFE evaluation, (2) the intended evaluation …
