Policy analysis helps to develop a greater understanding of societal problems and provide possible solutions for elected and non-elected government decision makers. Ultimately, the product of analysis is advice relating to public decisions and informed by social values. In light of the pressures placed on education by policy-makers concerning implementation of educational reform there are surprisingly few studies concerning the changing role of the federal government from a historical perspective. This study implemented a Sequential Transformative Mixed Methods design with teachers (as recipients) and principals (to give voice) in the examination of principal talk in two different school accountability contexts (Continuously Improving and Continuously Zigzag) using the conceptual framework of Motivating Language Theory. In phase one, teachers were surveyed using the ML Toolbox. The survey was administered using the Dillman Tailored Design Method, and the return rate was 67.48%. The major findings that emerged were: (a) significant differences in Motivating Language (ML), Direction-Giving Language (DG), Empathetic Language (E), and Communication Competence (CC) variables between the Continuously Improving and Zigzag Clusters; …

This qualitative study was implemented in an urban, Title I school district in the southern portion of the United States. The problem the study addressed was that the various phenomena pertaining to the implementation of the principal professional learning community (PPLC), as perceived by the 14 participating elementary school principals, had not been examined to determine their influence. Qualitative data were acquired from the principals through personal interviews.

Findings suggested that, with the regular opportunities for principals to share ideas and thoughts with their colleagues, PPLC participants perceived improved performance involving (a) the attributes of high skillfulness and high participation …

According to the National Center of Educational Statistics (2006-2007) report, 92% of two and four-year Title IV degree-granting postsecondary institutions offered distance education courses due to students' demand for flexible scheduling. That same report cited that 82% of those institutions were seeking to increase student enrollment via distance education. This mostly descriptive study was conducted to analyze differences in doctoral degrees in educational leadership programs across the United States based on U.S. News and World Report (2011) rankings for Graduate Schools of Education. Specifically, this study explored admission, program, and final requirements as well as curriculum and faculty roles to determine the trends that have been evolving, increasing, decreasing, or remaining consistent in certain schools of the United States since the release of the Levine study of educational leadership programs in 2005. This study implemented an exploratory mixed-methods design to better understand how the characteristics of a principal, specifically the strategies, behaviors, and actions, lead to the perception of empowerment as perceived by the teachers themselves.

An expert panel identified three highly successful principals assigned to elementary schools within a large urban district. Each was the principal of the school for a minimum of 4 years that utilized and sustained a shared-governance structure. Site observations at the schools, as evidenced by principal supervisors, indicated a successful governance structure, strong educational focus, and a sustained data-driven design for school improvement.

This study conducted a bibliometric analysis for the purpose of identifying the crucial leadership constructs that best explain and/or define effective educational leadership in two decades (1990-2000 and 2001-2010). The focus on specific principal leadership behaviors that positively impact student achievement has become more and more pronounced since the inception of the No Child Left Behind Act of 2001. This study utilized data gleaned from on-line surveys of primary level teachers and elementary school principals to understand what principals need to know and be able to do to support teachers in their instruction of reading for English Language Learners (ELLs). A review of five areas of literature provided a theoretical foundation for this study. Twenty-six primary level teachers and four elementary school principals, from eight Massachusetts schools, participated in separate, three-part online questionnaires. The purpose of this study was to evaluate the effectiveness of an educational leadership program through the perceptions of its recent graduates and their school principals. Graduates who obtained leadership positions after graduation were surveyed and interviewed regarding their perception of their program preparation. Principals of these graduates were also interviewed by the researchers to solicit their feedback regarding essential program components of an educational leadership program to meet future challenges. Findings of this study highlighted program areas that met the educational demands and identified program areas that needed improvement.
