This quantitative, descriptive study investigated K-12 public school principals' perceptions regarding the degree to which they use and value practices related to cultural competence in their roles as school leaders. This current study framed the concept of “critical hope” and examined how systemic oppression in society continuously perpetrates the “hope gap” in low-income students. We defined critical hope, in this study, as the optimistic way of viewing and acting on the world from a critically historically conscious, socially and culturally situated perspective with a personal belief that inevitable change will inspire a sense of community, advocacy, liberation, and justice (Strikwerda, 2019). This article discusses reading programs within the context of Neoliberalism and the extent to which they address student needs. The rise of such reading programs in the market economy has come at the expense of placing the burden of reading development solely on the shoulders of students after restricting their academic and personal growth.
